Issuing electronic invoices (E-invoices) after each sale of petroleum is an important solution to strengthen control over invoice issuance, revenue management and tax obligations of enterprises; prevent fraud in petroleum trading, limit petroleum smuggling; contribute to increasing State budget revenue.
Recently, the Tax Department of Ha Tinh province has notified enterprises, business units, and retail gasoline in the province of the directive documents of the Prime Minister, the Ministry of Finance , the General Department of Taxation, and the Provincial People's Committee on the establishment of electronic invoices for each sale...
The Provincial Tax Department has also sent an official dispatch to all enterprises and petrol stations in the province regarding the issuance of electronic invoices after each sale; promoted propaganda to taxpayers and petrol stations about the regulations and benefits of issuing electronic invoices after each sale; provided information and shared solutions to help enterprises implement.
Ha Tinh Provincial Tax Department established 6 monitoring teams to visit petrol and oil businesses to urge the implementation of issuing electronic invoices for each sale.
Mr. Nguyen Xuan Thuong - Head of the Propaganda and Taxpayer Support Department (Ha Tinh Tax Department) said: “To strengthen the implementation of electronic invoices for petroleum business and retail activities in Ha Tinh, in January 2024, the Provincial Tax Department established 6 monitoring teams. The teams directly went to the stores to review and promptly disseminate the instructions of the Government and the tax sector. Currently, the regulation on issuing electronic invoices after each sale is mandatory, and failure to do so will be strictly handled according to the provisions of law”.
After successfully piloting the issuance of electronic invoices for each sale at 5 stores, Vung Ang Petroleum Joint Stock Company (Ha Tinh City) is simultaneously deploying it at the remaining 38 stores. At this time, the company is actively urging service providers to upgrade 45 old pump stations that do not meet the electronic connection requirements, drill and cut concrete to install connecting wires, and install integrated devices to ensure the issuance of electronic invoices for each sale.

Mr. Tran Tien Dai - Deputy Director of Vung Ang Petroleum Joint Stock Company said: "The company's operating area is spread across 3 provinces: Ha Tinh, Nghe An, Quang Binh, so the implementation of the policy requires time. To implement electronic invoices for each sale costs quite a lot. After installing and replacing the pumps, the company must apply for approval of quality measurement standards from the Department of Science and Technology, which will affect the progress. Despite many difficulties, we are making efforts to complete the issuance of electronic invoices for each sale at the entire store system in the first quarter of 2024 as committed to the tax authorities".
Also urgently implementing the policy of issuing electronic invoices for each sale, Tan Loc Trading and Service Company Limited (Loc Ha) has signed a contract with the supplier to completely replace the pump stations. The company's employees are also familiarizing themselves with the system so that when implemented, there will be no interruptions, increasing work efficiency.
According to statistics from the Ha Tinh Provincial Tax Department, the province has 89 petroleum businesses with 233 stores and 873 fuel pumps that must issue electronic invoices for each sale in accordance with Government regulations. As of January 28, the issuance of electronic invoices for each sale has been implemented at 115 stores and 421 fuel pumps in the province.
With many synchronous and drastic solutions, the Tax Department of Ha Tinh province is promoting businesses and retail stores of gasoline and oil in the area to issue electronic invoices after each sale, ensuring that 100% of units will implement in the first quarter of 2024 according to the directive of the People's Committee of Ha Tinh province.
