Accordingly, the city requested the Department of Agriculture and Rural Development and the Department of Health to implement many measures to ensure the construction and maintenance of rabies-free zones according to the city's set goals.
Along with that, it is necessary to expand the number of vaccination points and anti-rabies serum, ensure easy access to vaccines for humans, disseminate addresses of rabies vaccination points and communicate instructions for people bitten by dogs and cats to go immediately to medical facilities for timely preventive treatment.
“Strictly inspect and handle administrative violations by organizations and individuals using unrecognized methods or using drugs not yet licensed for circulation to examine and treat people with rabies or people bitten by dogs or cats,” the document stated.
Among the tasks of the People's Committees of districts, towns, and cities is to establish, maintain, and effectively enhance the operation of teams to catch stray dogs and have mechanisms and policies for teams to catch stray dogs, especially in urban areas.
The city requires good management of domestic dogs and cats; accurate statistics of domestic dogs and cats; updating information and establishing a management book for domestic dogs in the area. Every year, direct communes, wards and towns in the area to organize rabies vaccination at concentrated points in villages, hamlets, residential groups, residential clusters... for domestic dogs and cats in March and April, ensuring a rate of over 90% of the total herd.
According to statistics, Hanoi currently has a very large dog and cat population, from 421,000 to 460,000 and is on the rise. People living in urban areas, especially high-rise apartment buildings, tend to keep pet dogs, especially rare dogs with high economic value, including large and fierce dogs.
Previously, in the 2022 rabies prevention and control plan, Hanoi City required all wards, communes, and towns in the area to establish teams to catch stray dogs.
After that, according to the leader of the Department of Animal Husbandry and Veterinary Medicine (Department of Agriculture and Rural Development), the deployment of the team to catch stray dogs will be carried out first in the districts, then researched and expanded to the suburban areas .
