On the morning of December 1, in Me Linh District (Hanoi), Chairman of Hanoi People's Committee Tran Sy Thanh and National Assembly deputies met with voters in person and online with voters of Soc Son District (Hanoi) after the 6th session of the 15th National Assembly.
Voters of Me Linh district expressed their opinions at the meeting.
Here, voters Luong Van Hoc (Me Linh District) and Nguyen Tat Thanh (Soc Son District) said that Hanoi voters hope that the amended Capital Law will be passed soon and also hope that this amendment will meet the practical needs of building and developing the capital into a major center of politics, culture and society; a green, clean, civilized and modern capital.
Receiving voters' opinions and recommendations, Chairman of Hanoi People's Committee Tran Sy Thanh affirmed that the delegation will synthesize opinions and send them to the Hanoi National Assembly Delegation to report to the National Assembly.
Regarding the draft revised Capital Law, which was recently commented on for the first time by the National Assembly at its 6th session, Chairman of the Hanoi People's Committee Tran Sy Thanh said that 177 opinions were received during the discussion sessions, most of which supported the need to amend the law, and suggested that the draft should give more power and be more specific to the capital.
According to Mr. Thanh, the 2012 Capital Law is the leading law, "giving birth" to a separate legal basis for an administrative unit, on which the National Assembly has issued many resolutions on specific mechanisms and policies for other localities.
"This amendment to the Capital Law has many advantages as it both inherits the current law and incorporates specific mechanisms and policies of other localities," Mr. Thanh said, affirming that the amendment to the Capital Law will be the basis for legal assurance and resources to move towards the aspiration of building a civilized, cultured, and modern capital.

The Chairman of the Hanoi People's Committee also said that the city is building two large, important plans for socio-economic development and construction, to submit to the Government and the National Assembly.
"The main part of the socio-economic planning is being done very elaborately, systematically and modernly. At the same time, the city has also requested external funding, about 3 million USD (more than 70 billion VND - PV) to buy all the development ideas of the world's leading consulting company that is very knowledgeable about Vietnam," said Mr. Thanh.
Regarding socio-economic development, the Chairman of the Hanoi People's Committee said that the city's GRDP is forecast to grow by about 6.2%; the budget revenue is expected to be about 400,000 billion VND in 2023; the fields of social security, culture, education, health, tourism, national defense and security are all guaranteed and have positive results.
Over the past year, the Hanoi People's Committee has decentralized 9 areas to localities; decentralized 16 areas to departments, branches and sectors with a total of 708 administrative procedures.
"During the implementation process, the city learned two lessons. One is, if you see something is right, you must be determined to do it. Two is, you must be decisive in doing it," said Mr. Thanh, adding that when decentralizing and delegating authority, the work is more closely monitored.
According to Mr. Thanh, in 2024, the Government assigned Hanoi City to spend 80,000 billion VND on public investment. Meanwhile, in 2023, it was assigned 50,000 billion VND, with the participation of the entire political system, but spending on public investment was "very difficult".
"Next year, with that 80,000 billion, if you, the voters, do not support it, and there is no consensus among the people and officials... then it cannot be spent," Mr. Thanh expressed.
