Hanoi builds multi-channel system to support business establishment

According to the Hanoi Public Administration Service Center, in the first 3 months of 2025, the city recorded over 4,700 business registration applications, down 13% compared to the same period in 2024.

This data reflects that the business environment in Hanoi may be facing certain challenges, from economic, policy, to market trends, and emphasizes the urgent need for an effective business registration support system to accommodate the large number of new businesses.

Hanoi aims to establish 150,000 new businesses in the 2021-2025 period, with a growth rate of about 30,000 businesses per year. Hanoi is striving to promote the development of the business community, especially small and medium-sized enterprises, to create momentum for economic growth and employment.

Therefore, the Project aims to facilitate individuals and organizations to register businesses in Hanoi through direct and online consulting and guidance support; at the same time, promote digital transformation and innovation in the public administration sector.

The project also aims to build a sustainable, effective, and digital-age adaptable multi-channel support system in the field of business establishment throughout Hanoi, including a "green lane" administrative records mechanism to prioritize quick processing of business registration for businesses in key industries.

At the same time, we aim to increase the rate of business registration applications that are successfully consulted, guided and received on platforms by 2025; support and guide individuals and organizations to register businesses every year; improve people/businesses' satisfaction to over 90%...

The project will encourage businesses to switch to online application submission, reducing the burden on traditional channels; improve the quality of applications by using technology to authenticate, detect and eliminate invalid applications from the beginning; establish a "green lane" for priority business registration applications, to quickly support businesses with the potential to contribute greatly to GRDP.

The scope of support is consulting, guiding and supporting legal services before and after the establishment of the enterprise: Providing detailed information on the registration process, necessary documents and other necessary services before and after business registration; supporting in choosing the appropriate type of enterprise; providing in-depth consulting support; technical support: Instructions for registering an account on the National Public Service Portal, supporting online application submission; remote support.

The project is implemented in 2 phases: Phase 1 (from April 1, 2025 to June 30, 2025) includes the following tasks: Coordinating with Branch No. 1 of the Hanoi City Public Administration Service Center; units providing legal consulting and support services to organize counter and personnel arrangements; developing and organizing the implementation of regulations and procedures for coordination in supporting, consulting, and guiding business registration procedures; piloting the "green lane" mechanism at Branch No. 1 of the City Public Administration Service Center, focusing on digital technology enterprises and key investment projects.

Phase 2 (from July 1, 2025 to the end of December 2025) includes the following tasks: replicating the model to other branches of the City Public Administration Service Center; expanding the "green lane" to other branches based on the pilot results.
