Shorten time and cut administrative procedures for taxpayers
Accordingly, in order to complete the task of collecting the state budget in 2025, at the same time helping the tax sector successfully implement Resolution 18-NQ/TW dated October 25, 2017 of the Party Central Committee and the direction of the Government; improve quality, shorten time and reduce administrative procedures for taxpayers, and at the same time closely coordinate with functional units in the area to best perform the task of collecting the state budget.
The Hanoi People's Committee assigned departments, branches, district and town People's Committees to continue implementing specific tasks.
Accordingly, the Tax Department of Region I resolutely implements the work of collecting state budget; closely monitors the progress of budget collection; analyzes, evaluates, and specifically classifies each tax, each industry, each field and each subject to have appropriate collection management measures, ensuring the collection progress is on schedule.
Strengthening collection management measures, closely following the locality; improving the quality of analysis and forecasting to urge taxpayers to declare close to the actual situation; effectively managing revenue sources from e-commerce transactions, digital business, online business; strengthening management, inspection and supervision of the use of electronic invoices including electronic invoices for each sale in the field of petroleum retail business; focusing on managing subjects of capital transfer and real estate transfer.
Proactively forecast potential and remaining revenue sources; identify factors affecting the reduction of state budget revenue to have timely, effective and practical response plans. At the same time, synchronously and drastically implement solutions to prevent state budget loss, especially for revenues related to land, resources, minerals, e-commerce, restaurant business, catering services, hotels, motels, individual business households, business activities on digital platforms, etc.
Focus on inspecting and examining areas with revenue losses and businesses with high tax risks; combine post-tax refund inspections with urging and mobilizing revenues to the state budget quickly and promptly...
Effectively implement measures to enforce tax debt collection, especially for long-standing debts of land use fees, land rent, mineral exploitation rights fees, and environmental protection taxes; at the same time, focus on removing difficulties and obstacles (if any) to handle debt collection as soon as possible.
Step up the application of temporary exit suspension measures for business households and individuals who are legal representatives of enterprises and cooperatives that are subject to forced enforcement of administrative decisions on tax management but have not yet fulfilled their tax payment obligations...
Synchronize data for effective budget management
The Hanoi People's Committee assigned the Department of Finance to continue exchanging data and information on business registration with tax authorities according to the mechanism implemented by the Department of Planning and Investment (before the merger).
At the same time, review the business registration conditions, ensuring to minimize the risks that may arise that may affect the budget revenue. Along with that, collect full personal identification information such as citizen identification, email, phone number... of people and businesses coming to carry out business establishment procedures...
On the side of the Department of Agriculture and Environment, promptly transfer information so that the tax authority can accurately and completely determine and issue notices of financial obligations on land. Closely coordinate with the tax authority in the management of house and land registration; ensure that information is transmitted between agencies accurately and completely. Review cases of land lease with incomplete records, procedures, and land lease contracts for handling according to regulations.
Direct the People's Committees of districts, towns and cities to regularly inspect the land use status of projects and land sites, especially cases with large state budget debts, to promptly propose handling in accordance with regulations and authority.
On the part of the People's Committees of districts, towns and cities, maintain coordination with tax authorities at all levels in state budget collection work such as: urging organizations, enterprises and business households to declare and fully pay taxes, fees, charges and other revenues to the state budget according to regulations.
Support the implementation of land use rights auctions to ensure the completion of assigned budget revenue targets. Monitor the progress of project implementation in the area, ensuring proper land use; direct specialized departments of districts, towns and cities to regularly inspect the status of projects and land sites, especially projects with large state budget debts;
At the same time, direct the natural resources and environment agency to advise and propose timely solutions. Direct the People's Committees of communes, wards and towns to coordinate with tax agencies in reviewing and managing the status of operations, business registration and tax registration of business households in the area.
The Hanoi People's Committee requests departments, branches, and People's Committees of districts, towns, and cities to seriously implement and complete the assigned budget collection tasks. |
