Hanoi promotes the construction of a two-level local government organization model.

The plan clearly states the purpose of propagating and thoroughly implementing Conclusion No. 137-KL/TU dated March 28, 2025 of the Politburo and the Central Party Secretariat on the Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model, thereby creating high unity of thought and action within the entire Party Committee and political system of the Capital, and consensus in society during the implementation process.

Promote the role, responsibility, and highest political determination of Party committees, authorities, the Fatherland Front , and socio-political organizations, first of all, leaders and heads of agencies, units, and localities in leadership, direction, and implementation.

Along with that is the reorganization of administrative units at all levels and the construction of a two-level local government organization model - after the 2013 Constitution (amended) and the Law on Organization of Local Government 2025 (amended) come into effect - to ensure streamlining, smooth operation, effectiveness, efficiency, and performance to meet the requirements and tasks in the new period.

The plan requires that propaganda and dissemination must closely follow the roadmap, leadership and direction of the Central Committee to organize appropriate and effective forms; especially paying attention to propaganda work, orienting ideology and public opinion, creating consensus among cadres, party members, civil servants, public employees and all classes of people in the capital.

Promote the role and effectiveness of propaganda work; create an atmosphere of trust among cadres, party members and people of the capital, compete to achieve achievements to welcome the 18th Hanoi Party Congress towards the 14th National Congress of the Party, celebrate major holidays, historical events, important political events of the capital and the country; successfully carry out the tasks of socio-economic development, ensuring national defense - security and political tasks of localities and units.

The plan requires propaganda in stages including: Stage from now until June 30, 2025; Stage from July 1, 2025 to September 30, 2025; Stage after October 1, 2025. In which, continue to propagate according to Plan No. 14-KH/BTGDVTU dated March 12, 2025 on propaganda to implement Plan No. 127-KL/TU dated February 28, 2025 of the Politburo, Secretariat on deployment, research, and proposal to continue to rearrange the organization of the political system.

Continue to affirm the unity and high determination of the Central Executive Committee, the Politburo, and the Secretariat in comprehensively and thoroughly implementing the arrangement and streamlining of the political system's organizational apparatus; at the same time, promote the responsibility and determination of Party committees, Party organizations, and authorities at all levels, first of all, the role and responsibility of heads of Party committees, authorities, agencies, and units in the implementation.

Affirming that continuing to reorganize the apparatus of the political system is an unprecedented strategic decision with the highest goal of rapid, stable and sustainable development of the country, better care for people's lives, building a streamlined government apparatus, shifting from passive management to proactive service to the people, creating development, and having the capacity to effectively organize and implement the Party's policies into practical life in the era of development and prosperity.
