Hanoi deploys digital transcripts in all high schools

With the largest educational scale in the country, Hanoi was assigned by the Ministry of Education and Training to pilot the digital report card for primary schools and officially piloted it from April 2024. To effectively implement this content, the Department organized a conference to guide and deploy it in both direct and online forms to primary school staff and teachers in the city.

100% of the Department of Education and Training has developed an implementation plan, prepared resources, established a Steering Committee, and a working group to pilot the digital student records of each unit. 100% of primary schools are fully equipped with computers connected to the internet, and have staff to operate the specialized education management system and the education and training database. 100% of teachers and staff of schools can participate in using the specialized education information management system and student data. As of June 24, 27,533/29,093 teachers and staff of primary schools have been equipped with personal digital signatures, reaching a rate of 94.64%.

Summarizing a year of piloting the implementation of digital report cards at the primary school level, Director of the Hanoi Department of Education and Training Tran The Cuong said: Hanoi is the leading unit nationwide in the implementation of digital report cards at the primary school level. As of July 31, the number of digitally signed report cards out of the total number of primary school students reached 97.6%. The remaining percentage is a number of students who have not completed the task, continue to practice during the summer and will complete the digital signature after receiving additional training results.

The pilot process still has some difficulties such as costs for equipment infrastructure, storage and operation of the digital student report data system; teachers must use their personal phones and devices to install digital signature management software; teachers in some units must pay for the maintenance of digital signature services themselves...

The Director of the Hanoi Department of Education and Training also said that before piloting the digital report card for primary schools, the digital transformation work of the Hanoi Department of Education and Training had been carried out synchronously and uniformly. The Department has deployed the construction of an Intelligent Education Operations Center (IOC) to serve the administration and management of educational activities throughout the city.

At the same time, effectively deploy the education sector database, online system for managing enrollment of primary classes; build and evaluate digital learning resources for teaching and self-study for students...

Unifying awareness of digital transformation

Congratulating the digital transformation results of the entire education sector achieved in recent times, including the pilot implementation of digital transcripts at primary school level, Vice Chairman of the Hanoi People's Committee Ha Minh Hai said that the implementation of digital transcripts is an important content in the implementation of Project 06; marking a big step forward in the digital transformation of the education and training sector in particular and the digital transformation of Hanoi in general.

For the education sector, digital transformation helps to comprehensively change the way of teaching and learning; improve the quality of education and prepare the young generation to face the challenges and opportunities of the digital world in the future.

Hanoi has the largest number of students in the country with a variety of school types. The successful pilot implementation of digital report cards at the primary level demonstrates the determination of the entire sector as well as the leadership of central ministries, departments and agencies, including the Ministry of Education and Training.

The Vice Chairman of the City People's Committee assessed that the successful implementation of the digital transcript program not only reduced the administrative workload for teachers but also created favorable conditions for the management and monitoring of students' learning process in a more comprehensive and transparent manner. Digital transcripts also facilitated the implementation of personalized educational programs, suitable to the abilities and needs of each student.

To widely deploy digital transcripts in high schools in the city from the next school year, Vice Chairman of the City People's Committee Ha Minh Hai requested the Hanoi Department of Education and Training to continue to unify awareness of digital transformation among cadres, teachers, and employees in the entire sector, especially the responsibility of the head of each unit.

At the same time, pay attention to investing in synchronous data infrastructure; promote digitalization and data connection; focus on "4 no's" (face-to-face meetings, paperless document processing, contactless administrative procedure settlement, cashless payment) and "4 yes's" (having all safe actions in the digital environment, being able to provide new services quickly, being able to use resources optimally and being able to create development). Thereby effectively solving major problems in socio-economic development and management.

Regarding the difficulties in the implementation process, Vice Chairman of the City People's Committee Ha Minh Hai said that he will direct relevant departments, branches and units to coordinate to remove them; at the same time, he believes that with the consensus and determination of the entire education sector, the implementation of digital transcripts in particular and programs related to digital transformation in general will be implemented effectively, substantially and successfully by the Hanoi education sector.

 

On this occasion, the Chairman of the City People's Committee issued a decision to commend 19 groups and 20 individuals; the Director of the Hanoi Department of Education and Training commended 22 groups and 21 individuals with outstanding achievements in directing and implementing the pilot implementation of digital report cards at the primary school level.
