Kinhtedothi – On January 25, 2025, Chairman of Hanoi People's Committee Tran Sy Thanh signed and issued Plan No. 29/KH-UBND on organizing the activities of the Hanoi City Public Administration Service Center Branch.
The effective implementation of the Project "Piloting the establishment of the Hanoi City Public Administration Service Center" aims to build a model of providing modern, convenient, transparent administrative services, focusing on people and businesses. Enhance the efficiency of serving people and businesses through a centralized, interconnected, and synchronous branch system throughout the city.
Thereby, creating a mechanism for receiving administrative procedures (TTHC) without administrative boundaries, enhancing transparency in the process of processing records; aiming to build a digital government, promoting digital transformation in resolving administrative procedures.
The Branch of the Public Administration Service Center is a subordinate unit, equivalent to the department level of the Public Administration Service Center, established on the basis of inheriting, transferring facilities, and rearranging the one-stop department of the People's Committees of districts, towns, and cities. The Branch is an independent accounting unit, has its own seal, and is allowed to open an account to operate according to regulations; has its headquarters located at the current One-stop Department of districts, towns, and cities; and is arranged with offices and working equipment according to the provisions of law.
The Branch is organized with 1 Director and no more than 2 Deputy Directors, appointed by the Director of the Public Administration Service Center. The civil servant payroll and the number of employees at the Branch are included in the total payroll of the Public Administration Service Center.
Every year, based on the total payroll, employment targets, and practical situation, the Director of the Public Administration Service Center reviews and decides on the number of civil servants, public employees, and employees working at the Branches. For regional Branches, the Branch Director works at the Head Office and has the authority to decide and assign officers, public employees, and employees to work at the Branch network and reception points.
Branch operations: Phase 1: Phase 1 from December 1, 2024 to March 1, 2025, pilot and select trial operations for Cau Giay and Tay Ho branches.
Phase 2 from April 1, 2025 to June 30, 2025, establish and operate 10 regional branches: Ba Vi - Son Tay - Thach That; Dong Anh - Me Linh - Soc Son; Hoai Duc - Phuc Tho - Dan Phuong; Ha Dong - Chuong My - Quoc Oai; Thanh Oai - Ung Hoa - My Duc; Thuong Tin - Phu Xuyen - Thanh Tri; Hoang Mai - Hai Ba Trung; Nam Tu Liem - Bac Tu Liem; Long Bien - Gia Lam; Dong Da - Hoan Kiem - Ba Dinh.
Phase 3 from July 1, 2025 onwards, complete and officially operate the Branches.
Cau Giay Branch will be expanded to receive and return results of administrative procedures of Thanh Xuan district to become Cau Giay - Thanh Xuan Branch.
The City People's Committee assigned the City Public Administration Service Center to proactively coordinate with departments, branches, sectors; People's Committees of districts, towns and related units to implement assigned tasks. Organize Reception Points under the Public Administration Service Center on the basis of rearranging the one-stop department of the People's Committees of wards, communes and towns in the city.
Along with that, advise on technical infrastructure, information technology application at branches, ensure transmission lines in receiving and circulating documents. Develop inspection plans and organize inspections, propaganda plans on the activities of branches and reception points.
The city's departments, branches and sectors coordinate with the City Public Administration Service Center and related units to carry out assigned tasks; carry out secondment and training, and foster secondment personnel to receive administrative procedures at the branches of the Public Administration Service Center. Hand over the work records being carried out related to receiving and returning results of administrative procedures at the unit.
The People's Committees of districts, towns and cities coordinate with the City Public Administration Service Center and related units to carry out assigned tasks. Hand over the original state of facilities and infrastructure to the Public Administration Service Center to establish branches according to the Plan. Coordinate with the Public Administration Service Center on the handover of personnel working at the Public Administration Service Center.
In addition, the City People's Committee requires the organization of branch activities to closely follow the content of the Project "Pilot establishment of Hanoi City Public Administration Service Center". Ensure synchronization, efficiency, and resource savings, without interrupting administrative activities and causing difficulties for people and businesses; without interrupting and increasing costs in receiving, handling and returning results of administrative procedures. Do not cause disruption or greatly affect civil servants who are performing the task of receiving, returning results and administrative procedure records in the city. Ensure information technology infrastructure, facilities and personnel meet the requirements of operating branches.
