Hanoi makes breakthrough in building public transport system

(CPV) - The Chairman of the Hanoi People's Committee requested to create a breakthrough in the synchronous urban infrastructure system, focusing on building a public transport system, especially the urban railway system; changing the appearance of the environment, ensuring the development of a green, clean and beautiful capital.

On the afternoon of December 16, the Hanoi People's Committee held a conference to deploy the socio-economic development plan, state budget estimates, administrative staff, career, science and technology, and launch the emulation movement in 2025.

Resolutely implement solutions from the beginning of the year to complete the 2025 tasks

2025 is the final year of the 5-year plan term 2021-2025, departments, branches, districts, towns need to focus on implementing solutions to successfully complete the goals, 25 targets of the 2025 plan and 17 targets of the 5-year plan 2021-2025.

In particular, Hanoi sets a target for 2025, the total product in the area (GRDP) increases by 6.5% or more, GRDP/person/year reaches about 172.4 million VND or more; realized investment capital increases by 10.5% or more; export turnover of goods increases by 5% or more; controlling the consumer price index below 4.5%...

Regarding the 2025 public investment plan, Director of the Hanoi Department of Planning and Investment Le Anh Quan said that Hanoi's 2025 public investment plan is VND 87 trillion, 1.13 times higher than in 2024; 2.1 times higher than in 2021. Of which, the central budget source is more than VND 14 trillion, accounting for 16.6% of the plan. Thus, 2025 is a year with a large amount of work, especially the central budget capital plan. Therefore, for units assigned central budget capital, it is necessary to have a specific plan from the beginning of the year to disburse all the capital plan assigned by the central government.

To achieve the set goals, Hanoi units must resolutely implement solutions from the beginning of the year to complete the assigned targets and tasks for 2025 and the 5-year plan for 2021-2025; at the same time, strive to do better, prepare conditions for accelerated development and breakthroughs for the 2026-2030 period.

At the conference, a representative of the Hanoi Department of Home Affairs said that during the review and arrangement of agencies and units according to the new organizational model in accordance with the direction of the Central and City Party Committees, it is recommended that departments, branches, People's Committees of districts, towns and cities temporarily stop accepting civil servants from other central and local agencies to work at units under Hanoi city; temporarily stop organizing civil servant recruitment exams, including commune-level civil servants; temporarily stop appointing new leadership and management positions at affiliated agencies and units (except in cases of real necessity).

The city plans to implement the arrangement and streamlining of internal organizational units of departments and equivalent units, reducing at least 15%-20% of units, excluding organizations subject to consolidation and merger due to overlapping functions and tasks when implementing the plan to merge departments...

Clear and transparent thinking in implementing organizational arrangements

Speaking at the conference, Chairman of Hanoi People's Committee Tran Sy Thanh said that 2025 is a year with a huge amount of work, so he requested units and localities to do a good job in building and perfecting institutions and policies, and have a different approach to implementing internal processes to strive to achieve the highest growth targets set.

The Chairman of the Hanoi People's Committee suggested that priority should be given to building and creating a stronger breakthrough in the synchronous urban infrastructure system, focusing on building a public transport system, especially the urban railway system. In addition, it is necessary to change the appearance of the environment, ensuring the development of a green, clean and beautiful capital.

“With only two weeks left until the end of 2024, I propose to continue to focus highly and direct the implementation of drastic solutions to complete the goals and targets of the 2024 plan, focusing on budget collection and public investment disbursement. At the same time, carefully prepare in all aspects to serve the people to celebrate the New Year and Lunar New Year happily and safely,” emphasized comrade Tran Sy Thanh.

Emphasizing that 2025 is the year to organize party congresses at all levels and summarize the implementation of Resolution No. 18-NQ/TW of the Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", the Chairman of the Hanoi People's Committee requested to have clear and transparent awareness and thinking during the implementation process, to create momentum for good implementation of the 2025-2030 term.

Launching the patriotic emulation movement in 2025, Chairman of the Hanoi People's Committee Tran Sy Thanh called on all cadres, civil servants, public employees and workers to promote the spirit of solidarity, responsibility, intelligence, discipline, creativity, and compete to accelerate, strive to complete and exceed the tasks and socio-economic targets in 2025./.
