Digitizing administrative procedures in Party and mass organizations
At the meeting, Chief of the Office of the City Party Committee Tran Thanh Ha said that, implementing Decision No. 204-QD/TU dated November 29, 2024 of the Central Party Secretariat on approving the Digital Transformation Project in Party agencies; Directive No. 42-CT/TU dated January 23, 2025 of the Standing Committee of the Hanoi Party Committee on continuing to promote digital transformation throughout the Hanoi Party Committee, building and developing a smart capital and effectively implementing the Digital Transformation Project in Party agencies, the proposal of Steering Committee 204, the City Party Committee issued a Plan to implement the Digital Transformation Project in Party agencies of the Hanoi Party Committee.
The plan emphasizes the full implementation of the viewpoints, goals, tasks and solutions set out in the Project on digital transformation in Party agencies to innovate, create comprehensive, strong and substantial changes, improve the quality of leadership, direction and administration, working style and effective working methods; reduce the time to handle work of cadres, party members and civil servants at all levels, making an important contribution to administrative procedure reform in the city's Party agencies.
Along with that is organizing digital infrastructure, a comprehensive, synchronous, modern digital platform; enhancing capacity, restructuring technical infrastructure and organization, developing information and data systems according to a unified, centralized architecture; applying digital technology to innovate business processes.
Strengthening connection, integration, sharing of information and data, actively and effectively supporting the work of consulting, serving and leading, directing and operating at Party agencies from the city to the grassroots. Including connecting and sharing data between Party agencies with government agencies, Vietnam Fatherland Front, and socio-political organizations of the city.
In particular, perfecting the organizational structure and resources in line with the implementation of Resolution 57-NQ/TU dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation.
At the meeting, members of Steering Committee 204 and representatives of relevant units discussed the Plan for implementing the Digital Transformation Project in the city's Party agencies; announced the assignment of tasks to members, and the Working Regulations of the Steering Committee. At the same time, they agreed to assign a unit to be the focal point for digitizing administrative procedures in the city's Party and mass organizations to save costs; and provide digital signatures according to regulations.
Delegates also focused on clarifying specific goals in the Plan related to personnel implementing digital transformation. In particular, Party agencies from the city to the grassroots level are equipped with modern, synchronous equipment, meeting usage requirements, ensuring information safety and security, especially in the context of implementing administrative unit arrangement in the coming time; at the same time, standardizing documents and records that need to be digitized to identify the tasks that units need to implement.
Focus on completing data digitization in April 2025
Speaking at the meeting, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong said that on February 18, 2025, the Standing Committee of the Hanoi Party Committee issued Decision No. 8229-QD/TU on the establishment of Steering Committee 204. Then, on March 3, the Hanoi Party Committee held a conference to announce the decision on digital transformation applications shared at 3 levels in Party, government and mass organizations of Hanoi in 2025.
This is a breakthrough step, demonstrating the pioneering and exemplary spirit of the Hanoi Party Committee in implementing Resolution No. 57-NQ/TU and Decision No. 204-QD/TU. This is the first time the Standing Committee of the City Party Committee has issued a list of digital transformation applications shared at 3 levels in Party, government, Fatherland Front and socio-political organizations in the city.
Comrade Nguyen Van Phong emphasized that practice shows that digital transformation and administrative reform bring many benefits to people and businesses. In particular, Hanoi has established a Public Administration Service Center to support procedures in the electronic environment. Thereby, creating the premise and determination for the city to promote digital transformation in Party and mass organizations.
At the meeting, Comrade Nguyen Van Phong also pointed out that the digital transformation work in Party agencies and mass organizations has not achieved the expected results compared to digital transformation in the government due to many different reasons. In particular, Party agencies, the Vietnam Fatherland Front, and mass organizations have not yet considered digital transformation as a key task in leadership and direction. At the same time, a legal corridor has not been created for digital transformation in Party agencies and mass organizations in the city to operate and connect with the government.
"Implementing the Central's direction in the spirit of Resolution 57-NQ/TU and Decision 204-QD/TU is very urgent for the city at present," Comrade Nguyen Van Phong emphasized.
In particular, the City Party Committee will coordinate with relevant units to build and integrate the Party's public services onto the National Public Service Portal. Initially, in May 2025, procedures for collecting and paying party fees, procedures for two-way party activity certificates, procedures for transferring individual party activities, and procedures for transferring party activities between party organizations in the city will be put into use.
Comrade Nguyen Van Phong agreed with the proposal to merge into a common Steering Committee based on the functions, tasks, and operating regulations of Steering Committee 204 and the Steering Committee for the implementation of Resolution 57-NQ/TU of the City Party Committee. In particular, reassigning functions and tasks to units after implementing the arrangement of the administrative apparatus, in the direction of clarifying the responsibilities of the heads when implementing digital transformation in Party agencies and mass organizations of the city.
In particular, Steering Committee 204 needs to update the Central Committee's conclusions and the spirit of this first meeting to focus on implementing work from now until the end of June, focusing on accelerating the implementation of digital signatures.
Highlighting 5 key tasks in the coming time, comrade Nguyen Van Phong requested relevant units to urge, inspect and guide the implementation of 3-level shared software in Party, government and mass organizations of the city. In particular, units need to identify this as an important basis for evaluating and arranging staff in the coming time.
Regarding the task of completing the digitization of documents this April according to the direction of the Central Government, comrade Nguyen Van Phong emphasized that this is an important task that units (districts, towns, the Fatherland Front, Party committees, and city organizations) must carry out to both create a shared data source to serve the long-term purposes of the city; at the same time, ensure the safety of the document system to implement the arrangement of administrative units, avoid information leakage and help systematize the city's data.

Comrade Nguyen Van Phong also requested that units and localities should promptly review the application and use of information technology of Party cell secretaries and deputy secretaries, thereby promptly providing training to effectively implement digital transformation. In the immediate future, it is necessary to update and synchronize information on iHanoi software and the electronic Party Member Handbook; immediately deploy paperless meeting rooms of the Hanoi Party Committee.
At the same time, research and propose policy mechanisms to attract human resources to do digital transformation work in Party agencies and city mass organizations; establish an Advisory Council to implement digital transformation work in Party agencies and city mass organizations.
