Decision to establish a permanent working group to direct and coordinate citizen reception to serve Party Congresses at all levels, the 14th National Party Congress, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, with comrade Le Hong Son, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee as Head of the group, in general charge.

The working group is responsible for closely coordinating with the Central Citizen Reception Committee in receiving citizens of Hanoi city who file complaints at the Central Citizen Reception Office in Hanoi. Timely providing full information on the situation, results of handling and resolving cases under the authority and responsibility of Hanoi city, especially for cases of urgent citizens and large petition groups.

Direct the timely handling and resolution of situations where citizens of Hanoi city gather to file complaints in large numbers, causing frustration and complexity at the Central Citizen Reception Office in Hanoi, the areas where Party Congresses at all levels, the 14th National Congress of the Party, etc. are taking place; guide, explain, propagate and mobilize citizens to return to their localities for further organization in accordance with the provisions of law.

Closely coordinate with functional agencies of central ministries and branches, the central citizen reception office in Hanoi in grasping the situation, promptly handling and resolving situations where citizens from other provinces and cities gather in large numbers, make illegal complaints in Hanoi during the Party Congresses at all levels, the 14th National Party Congress, and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Direct the City Citizen Reception Working Group to carry out citizen reception work and coordinate with the Central Citizen Reception Committee to promptly handle complicated situations.
