According to the Decision, the route passes through the communes and wards of Duong Lam, Phu Thinh, Le Loi, Son Tay town with a route length of about 2.5km. The starting point is at the intersection with Ring Road 5 (the beginning of Vinh Thinh bridge); the end point is at the intersection with Le Loi street.
The route is determined based on the Master Plan of Son Tay town (incorporating Son Tay satellite town) until 2030; approved urban subdivision planning projects of Le Loi and Phu Thinh wards.

According to the plan, the route has a typical cross-section of 21m wide, including a 4-lane roadway, a 1.5m wide median strip, a 3m wide southern sidewalk, and the remaining 2.5m for safety strips and curbs. The section through the existing residential area is designed with two different roadways to ensure direct and smooth traffic access.
Intersections between the route and existing and planned level crossings are organized as level crossings. The intersection with Ring Road 5 (at Vinh Thinh Bridge) is studied and implemented as a separate project.
The red line boundaries of intersections with planned cross-roads shown in this document are only preliminarily determined and will be supplemented and specifically determined in detailed planning projects on both sides of the route and investment projects for construction of cross-roads or intersections approved by competent authorities.
The Hanoi People's Committee assigned the Department of Planning and Architecture to check and confirm the route plan documents, scale 1/500, in accordance with the content of this decision; responsible for the accuracy of the submitted data.
Son Tay Town People's Committee is assigned to base on the route plan approved by the City People's Committee to preside over the organization of public announcement of the route plan documents and implement the investment project according to regulations; hand over the documents to the People's Committees of the communes and wards: Duong Lam, Le Loi and Phu Thinh to manage the construction planning along both sides of the route and related units to implement the work of preparing the construction investment project according to regulations.
At the same time, deploy the installation of markers simultaneously during the implementation phase of the road construction investment project; manage architectural planning, grant construction permits for works along the road according to the construction investment project of works approved by competent authorities and the architectural management regulations of Hanoi City (Son Tay town area).
The Chairman of the People's Committee of Son Tay town, the Chairmen of the People's Committees of the communes and wards: Duong Lam, Le Loi and Phu Thinh are responsible for organizing the management of boundary markers, the construction of works along the route according to the approved route and boundary marker plan; inspecting and handling cases of planning violations according to their authority and regulations of law.
