Hanoi reviews overnight auction of 3 sand mines, winning price is 100 times higher than starting price

Implementing the Prime Minister's direction, the Hanoi People's Committee issued Official Dispatch No. 3861/UBND-TNMT on the auction of mineral exploitation rights for 3 sand mines: Chau Son, Lien Mac, Tay Dang - Minh Chau.

Accordingly, Hanoi assigned the Department of Natural Resources and Environment to preside over and work with relevant departments, branches and units to immediately inspect and review the entire process of surveying, assessing mine reserves, preparing documents and organizing auctions of mineral exploitation rights at the three sand mines above in accordance with legal regulations, ensuring strict compliance with the Prime Minister's direction; and report to the City People's Committee on the implementation results before November 17.

In addition, the Department of Natural Resources and Environment is responsible for checking and reviewing all sand mining licenses issued in the city that have expired, reporting the current status, legal basis, and implementation of environmental protection measures in mineral exploitation activities.

At the same time, inspect and review financial obligations on land, environment, minerals, and mine closure according to regulations; on that basis, report and propose the City People's Committee to include in the city's mineral exploitation plan mines with remaining reserves but expired according to regulations; do not extend sand mining licenses, do not grant licenses to organizations and individuals violating the law according to Directive No. 15/CT-UBND dated September 5, 2022 of the City People's Committee.

For sand mines that have not yet expired, the Hanoi People's Committee assigned the Department of Natural Resources and Environment to strengthen inspection and supervision of compliance with relevant laws by organizations and individuals in mineral exploitation activities; strictly handle violations; synthesize reports and propose to the City People's Committee to direct the implementation of management measures in mineral exploitation activities in the area.

Hanoi also assigned the city police and People's Committees of districts to strengthen patrols, control, prevent, detect, investigate and strictly handle illegal sand and mineral exploitation, and report regularly according to regulations.

Previously, the auction of the three sand mines mentioned above took place from 9am on November 5th, lasted through the night until dawn on November 6th, and raised nearly 1,700 billion VND. The winning bid was hundreds of times higher than the starting price.

According to a survey by Thanh Nien , while the price of commercial sand transported to construction sites in localities along the Red River is only around 100,000 VND/ m3 , the auction price of sand is up to nearly 1 million VND/ m3, which is unusual.

For example, Chau Son sand mine has a reserve of sand licensed for exploitation of more than 700,000 m3 , the starting price is nearly 2.9 billion VND, the auction step is 144 million VND. After 89 auction rounds, the winning unit has a result of nearly 400 billion VND, more than 137 times the starting price.

The enterprise that won the auction for the right to exploit Chau Son sand mine is Viet Son Investment and Trade Joint Stock Company. According to the business registration, this company is headquartered at Lot BT 5 - OBT07, Nam Vo Cuong urban area, Ly Thanh Tong street (Vo Cuong ward, Bac Ninh city, Bac Ninh province).

Thus, the price of each cubic meter of sand remaining at the mine is over 570,000 VND, about 5 times higher than the current price of sand at the foot of the construction site. Immediately after that, the Prime Minister requested Chairman of the Hanoi People's Committee Tran Sy Thanh to direct an immediate review of the auction of these 3 sand mines.
