Speaking at the Consultation Workshop on the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050, organized by the Ministry of Planning and Investment in coordination with the Hanoi People's Committee on January 9, Minister of Planning and Investment Nguyen Chi Dung said that up to now, the whole country has basically completed the planning of the national planning system; approved or passed the national master plan, 1 regional plan, and is completing the submission of 5 regional plans.

In particular, the whole country has completed the appraisal of 59/63 provincial plans, of which 50/63 provincial plans have been approved; there are 4 localities that have not completed the appraisal of plans, including Dong Nai, Binh Duong, Hanoi, and Ho Chi Minh City. "Hanoi and Ho Chi Minh City are two large and important cities of the country, the planning is very complicated, requiring careful work," said Mr. Dung.
Representative of the planning consultancy unit, Professor - Dr. Hoang Van Cuong, Vice Principal of the National Economics University, said that the draft capital planning proposes 5 general development perspectives and 3 perspectives on spatial organization.
Urban economic development takes services as the pillar and driving force for growth, comprehensively developing services on the digital space platform. Accordingly, the core area of the central urban area will develop commercial centers and life services to serve urban residents in combination with serving tourists and visitors.
Notably, the planning orientation for the development of the financial center of the northern region and of Vietnam. "Specifically, the Hoan Kiem Financial Center by 2030 will be the headquarters of major financial institutions with digital financial services as the center, connecting information systems, registration systems, connecting transaction information...", Mr. Cuong added.
Order for private investment in transport infrastructure
Regarding the plan to develop the transportation network, according to Mr. Cuong, the capital's planning identifies 13 expressways, 10 national highways with a total length of about 168 km, and 38 provincial roads with a length of 390 km.
The planning orientation for the development of a total of 14 passenger bus stations, currently 6 are in operation; 8 truck stations, currently 1 is in operation. Regarding river crossing bridges, the planning determines that there will be 18 bridges over the Red River (6 bridges are in operation, 3 bridges are under investment, 9 bridges have not been invested); 4 bridges over the Duong River have been formed.
Regarding the railway system, the plan is to develop 14 urban railway lines, 2 monorail lines and 4 connecting national railway lines.
Planning 5 large logistics centers including: logistics center connected to Noi Bai airport and the northern area of the city; logistics center of Ngoc Hoi railway station; class II logistics center at Phu Xuyen port (river port) or Phu Xuyen station area (railway station); road logistics center; inland waterway logistics center in Giang Bien.
Professor - Dr. Hoang Van Cuong said that encouraging private investment is one of the outstanding recommendations on mechanisms and policies to implement the planning. Specifically, such as ordering private investment in transport infrastructure and operations.
