The Government Office issued Notice No. 143/TB-VPCP dated April 1, 2025 concluding the work of Deputy Prime Minister Tran Hong Ha with Hanoi city on urging and implementing the disbursement of the 2025 public investment capital plan, ensuring traffic order and safety, and handling air pollution.
Specifically, regarding the implementation and disbursement of investment capital in the first 3 months of 2025, the Deputy Prime Minister acknowledged and commended the leaders of the Hanoi People's Committee for thoroughly grasping and seriously implementing the directions of the Government and the Prime Minister on promoting the disbursement of public investment capital.
The city has proactively developed a detailed disbursement progress plan, assigned specific responsibilities to departments, branches, localities, and project investors to strive to complete the disbursement of the 2025 investment capital plan assigned by the Prime Minister, which is VND 87,130 billion (1.13 times higher than the 2024 plan and equal to 10.5% of the total capital of the country).
However, by March 24, 2025, Hanoi city had only disbursed VND 5,052.29 billion, reaching 5.8% of the plan and lower than the national average.
The main reasons are difficulties and obstacles in site clearance (determining land origin, land price, people not agreeing with compensation plans); some projects using ODA capital have not completed investment procedures, adjusted investment policies, differences in legal regulations and international contracts, standards, unit prices, norms, etc.
To promote the disbursement of investment capital in the coming time and strive to complete the disbursement of 100% of the assigned plan, the Deputy Prime Minister basically agreed with the opinions of the Hanoi People's Committee, relevant ministries and agencies and suggested that the city focus on implementing the following key tasks:
Focus on the participation of the entire political system, organizations and individuals to resolutely and effectively implement the Government's Resolutions, Official Dispatch No. 16/CD-TTg dated February 18, 2025 and Directive No. 05/CT-TTg dated March 1, 2025 of the Prime Minister and directive documents of Government leaders on tasks and solutions to remove difficulties and obstacles, and promote disbursement of public investment capital.
The city is determined to carry out site clearance work, promote the construction progress of key projects and works. Speed up the progress of investment preparation procedures, investment decisions, contractor selection for key national projects and works, and construction investment projects in the area.
Develop a disbursement plan for each project; require investors to report the disbursement progress of each project monthly and quarterly, and comply with the disbursement plan monthly and quarterly.
Strengthening inspection and supervision at the site; accelerating the disbursement of public investment capital must be associated with ensuring the quality of works and projects, avoiding negativity, loss, waste, and group interests.
The city must assign leaders to be responsible for each project, strictly control the scale, progress, and efficiency of investment; make disbursement results a criterion for evaluating the level of task completion for review, reward, and strict and timely disciplinary action.
Seriously consider disbursement results as one of the important bases for assessing the level of task completion in 2025 of individual heads of agencies, units and related organizations; proactively review and promptly transfer capital of slow-disbursing projects to supplement other projects with good disbursement capacity and need to accelerate progress according to regulations, especially important and urgent projects, strategic infrastructure projects and regional and national connectivity projects.
Hanoi strengthens measures to control and reduce traffic congestion
Regarding the work of ensuring traffic order and safety, the city leaders have directed the drastic implementation of urgent solutions such as overcoming the situation of large traffic volume causing infrastructure overload; overcoming traffic conflicts at intersections with high traffic density; quickly overcoming traffic incidents, the impact of stormy weather causing local flooding; resolving congestion at school and hospital gates with high traffic density during rush hour; propagating to raise awareness of traffic law compliance for traffic participants...
In the first quarter of 2025, there were 306 traffic accidents in the city, killing 177 people and injuring 199 people. Compared to the same period in 2024, there was a decrease of 81 cases (-20.93%), an increase of 1 death (+0.57%), a decrease of 115 injuries (-36.62%); 3/37 traffic congestion points have been handled.
However, traffic congestion in the city is still complicated, especially during holidays, Tet, and rush hours on main routes and inner-city beltways when travel demand increases dramatically and the number of vehicles is overloaded compared to the infrastructure; there are also inadequacies in the arrangement of traffic lights and traffic flow at some intersections with high traffic density.
In the coming time, to ensure order and traffic safety in Hanoi, the Deputy Prime Minister assigned the City People's Committee to preside over and coordinate with the ministries of Public Security, Construction, Justice, Agriculture and Environment, and Science and Technology to continue to synchronously deploy key solutions.
Specifically, Hanoi must urgently develop a plan and deploy solutions to implement the "Traffic Safety City" model; strengthen measures to control and reduce traffic congestion; and reasonably plan parking lots (underground parking lots, smart parking lots) to reduce the situation of rampant parking on sidewalks and roads.
Develop a roadmap to gradually reduce motorbikes in the inner city, charge fees for cars entering the central area during rush hours to limit the number of private vehicles on some routes. Adjust traffic lights and lanes flexibly according to rush hours to reduce congestion. Plan reasonable pick-up/drop-off areas, especially around hospitals and schools to avoid congestion.
Along with that, the city needs to continue developing the public transport system; increase the opening of more electric bus routes, urban railway routes, improve service quality to attract people to use; develop smart transport systems, use AI to analyze traffic conditions and propose reasonable regulation solutions; increase penalties for traffic violations according to the provisions of Decree No. 168/2024/ND-CP dated December 26, 2024 of the Government; increase patrols and control, strictly handle violations such as running red lights, driving in the wrong lane, drinking and driving, zigzagging, causing public disorder, homemade three-wheeled vehicles, etc.
Hanoi City studies and proposes competent authorities to include mandatory regulations for periodic inspection of motorbike emissions, removal of old, dilapidated vehicles that cause pollution and are unsafe; raise awareness of traffic participants; promote and build traffic culture, especially for young people, students in schools; use communication channels such as social networks and newspapers to raise public awareness of traffic safety.
The Deputy Prime Minister assigned the Ministry of Public Security to preside over and coordinate with the Ministry of Construction to urgently complete the Project to perfect the model of the National Traffic Safety Committee and the Traffic Safety Committees of provinces and centrally-run cities; and report to the Prime Minister before May 31, 2025.
Control and handle pollution, making Hanoi greener, cleaner and more beautiful
Regarding the control and treatment of air pollution, the Deputy Prime Minister suggested that Hanoi needs to study and accurately assess the sources of air pollution in the city to have a comprehensive solution to control, thoroughly treat, and beautify the city, contributing to making Hanoi greener, cleaner, and more beautiful; noting that if the cause of pollution is emissions from road vehicles, it should be limited by economic regulation tools, not banned by administrative measures.
The Deputy Prime Minister assigned the Ministry of Construction and the Ministry of Agriculture and Environment to support Hanoi in promulgating emission standards for cars and motorbikes; promptly implementing motorbike emission inspections; continuing to control pollution sources from construction sites, burning straw and agricultural by-products after harvest; and developing inter-provincial coordination regulations to manage air quality in Hanoi and neighboring localities.
The Ministry of Agriculture and Environment shall preside over and coordinate with relevant agencies to urgently develop a Project to establish a Steering Committee on air pollution resolution for the Capital Region, in which it is necessary to clearly define the operating mechanism and assign specific tasks to each ministry, branch and locality; clearly identify necessary mechanisms and policies and appropriate competent authorities; carefully study international experience; report to the Prime Minister for consideration and decision in April 2025./.
