Hanoi: Striving to achieve an average income of 36,000 USD/person by 2045

“From now until 2030 and 2045, Hanoi needs to focus on promoting production, investment, and filling industrial parks, high-tech parks, biotechnology parks, industrial clusters, and craft village industrial clusters in a green, clean, and beautiful direction,” Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen emphasized.

On the afternoon of October 21, the Hanoi People's Committee held a conference to review the work of the economic sector in the first 9 months of the year, tasks for the last 3 months of 2024, orientation for tasks in 2025 and the period 2026-2030.

Total budget revenue increased

The report at the Conference showed that in the first 9 months of 2024, the City's gross regional domestic product (GRDP) increased by 6.12%, of which services and agriculture, forestry and fishery increased lower than the same period, while other economic sectors increased higher than the same period. The total state budget revenue in the City was 376,430 billion VND, reaching 92.1% of the estimate, up 22.2% over the same period.

In the past 9 months, Hanoi continued to develop various types of trade, promote the development of cultural industry; tourism recovered strongly, the total number of tourists to Hanoi is estimated at 21.12 million, up 11.7% over the same period in 2023; total revenue from tourists is estimated at VND 81,932 billion, up 18.5% over the same period in 2023.

Regarding public passenger transport, it is estimated to reach about 45 million passengers, of which: Buses are estimated to reach 35.4 million passengers, an increase of 3.3% over the same period in 2023; urban railways are estimated to reach 9.5 million passengers, an increase of 10.9% over the same period in 2023.

Regarding agricultural production, due to the impact of storm No. 3, many areas of rice, crops, and aquatic products were flooded, damaged, and the estimated damage was over 2,286 billion VND. To overcome agricultural production after the storm, the City focused on harvesting the Summer-Autumn crop and deploying the Winter crop; the City People's Council issued a resolution to support Winter crops.

Foreign affairs activities have also received comprehensive attention and achieved many important results. Foreign affairs work continues to be strengthened and expanded in all three channels of Party diplomacy, State diplomacy and people-to-people diplomacy. In the past 9 months, the City has organized 12 delegations and welcomed 4 high-ranking delegations from foreign localities to visit and work with the City.

Up to now, the City has started construction of 28/43 industrial clusters (8 more clusters started construction in the first 9 months of 2024); 3 industrial parks have been approved by the Prime Minister for investment policy (Soc Son Clean Industrial Park, Dong Anh Industrial Park and Phung Hiep Industrial Park); Hanoi High-Tech Biotechnology Park has been established by the Prime Minister under Decision No. 1054/QD-TTg dated September 29, 2024 and 1 industrial park (Bac Thuong Tin Industrial Park) has been appraised by the Ministry of Planning and Investment and submitted to the Prime Minister for consideration and approval of investment policy.

Investment, trade and tourism promotion activities combined with foreign affairs activities, trade connection, product promotion and introduction have achieved certain results. In the past 9 months, a number of outstanding activities have taken place in the city, such as: Hanoi - Vientiane 2024 Tourism and Trade Promotion Cooperation Conference; Program "Promoting and introducing products, combining promotion and promotion of tourism linking Hanoi - Ho Chi Minh City"; Hanoi Tourism Festival; Hanoi Autumn Festival 2024; Hanoi Tourism Ao Dai Festival 2024...

Focus on promoting production and attracting investment

Concluding the Conference, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen emphasized the development orientation of the Capital until 2045, accordingly, the City strives for an average income of 36,000 USD/person/year. To achieve this goal, the issue of economic development needs to continue to be paid attention to and promoted further, and this is also an urgent requirement and demand in the coming time.

"From now until 2030 and 2045, the City must focus on promoting production, attracting investment; accelerating the filling of industrial parks, high-tech parks, biotechnology parks, industrial clusters, and craft village industrial clusters in a green, clean, and beautiful direction," the Vice Chairman of the City People's Committee emphasized.

Regarding the agricultural sector, the Vice Chairman of the City People's Committee said that it is necessary to promote the trend of developing multi-sector, multi-objective agriculture and bringing the highest value. This is the consistent orientation for the development of the capital's agriculture. Hanoi's agricultural sector must be different from other localities.

Along with appropriate adjustments to rice land area, research is needed to develop a rice product with a typical brand of the capital, bringing high economic value to farmers.

In terms of new rural construction, the City strives to complete 4 advanced new rural districts in 2024 and "The City completes the task of new rural construction", 1 year ahead of the target of the 17th Congress of the City Party Committee. This is the common responsibility of departments and branches, not just the Department of Agriculture and Rural Development.

The Vice Chairman of the City People's Committee said that Hanoi is prioritizing support for domestic investors to develop trade and services. The Department of Industry and Trade needs to actively coordinate with departments, branches and localities to soon implement two international wholesale market projects in Gia Lam district and a regional shopping center on the Nhat Tan - Noi Bai route.

The Department of Tourism needs to continue researching and forming tours to connect, resonate and link tourist destinations. The Hanoi tourism industry also needs to focus on "tourist selection", the number does not need to be large, but brings high added value.

Emphasizing the development goals of the transport sector, the Vice Chairman of the City People's Committee requested the Department of Transport to strongly reform and promote green transformation; by 2030, try to switch entirely to green buses, and move towards building high-standard bus companies.

Vice Chairman of the City People's Committee Nguyen Manh Quyen emphasized that the City's goal is to strive for at least 10 consecutive years for the capital's economy to grow by double digits. This will contribute significantly to building the position and improving the quality of life for the people of the capital. To realize this goal, departments and branches need to have a common awareness and act together with the highest sense of responsibility.
