Hanoi notes to clarify characteristics in the Project on administrative unit arrangement

This is one of the contents stated in Notice No. 2116-TB/KL dated April 10, 2025 on the Conclusion of the online conference between the Standing Committee of the City Party Committee - People's Council - People's Committee of Hanoi City with leaders of districts, towns and cities in the first quarter of 2025.

Taking place on April 3, 2025, chaired by Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh; Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong; Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Hanoi People's Council Phung Thi Hong Ha, the Conference discussed 3 contents: (1) Implementing Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue to rearrange the organization of the political system, Conclusion 128-KL/TW dated March 7, 2025 of the Politburo on the policy of personnel work; (2) Land management work in districts, towns and cities from now until the completion of the merger and consolidation of administrative units; (3) Deploying the digitization of documents of agencies in Hanoi.

No interruption, no impact on people and businesses

Regarding the first content, the Standing Committee of the City Party Committee clearly stated the requirement to strictly and exemplaryly comply with the directions of the Politburo and the Secretariat; continue to do a good job of propaganda and orienting public opinion to create consensus and unity in the awareness of cadres, party members and all classes of people in the capital about this task.

Notably, the Conclusion requires the Party Committee of the City People's Committee to urgently complete the Project on rearranging administrative units in the city according to the direction of the Central Government, ensuring to clarify the characteristics of Hanoi in terms of history, culture and long-term planning of the city; at the same time, carry out the procedures for building and approving the Project on rearranging administrative units according to current regulations.

Agencies, departments, branches, districts, and city Party committees in the city urgently conduct reviews, statistics, and assessments of the staff to build a comprehensive database, as a premise for arranging and assigning staff, ensuring publicity, transparency, impartiality, objectivity, and absolutely no negativity.

“In the process of arranging administrative units, agencies, districts, and city Party Committees are responsible for ensuring that activities take place continuously, without interruption, and at the same time, do not affect the operations of agencies, people, and businesses,” the Standing Committee of the City Party Committee requested.

Enhancing accountability in land management

Regarding land management, the Standing Committee of the City Party Committee requested that the City Party Committee, the districts, towns and cities strengthen close and drastic direction in land management and construction order, especially strictly handle violations of land and construction order laws that have been discovered, and promptly prevent new violations from arising.

According to the conclusion, the Party Committee of the City People's Committee is responsible for directing the Department of Agriculture and Environment to urgently complete the construction of the city's land database. Improve the effectiveness of inspection, examination, supervision and accountability of Party committees and authorities at all levels in land management, use and construction order. Proactively research and propose the issuance of specific and breakthrough mechanisms and policies to remove obstacles, creating favorable conditions for land management and use associated with socio-economic development.

Regarding the implementation of document digitization of agencies in the city, the Standing Committee of the Hanoi Party Committee requested the Party Committee of the City People's Committee, districts, towns and city Party Committees to focus on accelerating the implementation of the Project "Building a shared database from digitizing centralized documents of agencies in Hanoi" immediately after the Project is approved by competent authorities in accordance with legal regulations and ensuring the completion progress according to the direction of the Politburo and the Secretariat on the Project to arrange and reorganize administrative units at all levels and build a 2-level local government organization model.

During the implementation of the Project, heads of agencies, units, Secretaries of district, town and city Party Committees directly lead and direct the digitization of documents, maximize means and resources, develop specific plans and roadmaps, clearly assign responsibilities and roles according to the motto "5 clear", ensure smooth management and operation activities, meet the requirements of serving people, agencies and organizations continuously, and limit the risk of loss and leakage of archived documents.
