The letter once again affirms that Vietnam’s seas and islands, including the two archipelagos of Truong Sa and Hoang Sa, are an inseparable part of Vietnam’s territory. For thousands of years, generations of Vietnamese people have been shedding blood, sweat and effort to establish, protect, preserve, build and develop them.

Sympathizing and sharing the countless difficulties and challenges of soldiers at the border and islands; responding to the movements "For Vietnam's sea and islands", "The whole country for Truong Sa, Truong Sa for the whole country", the army and people of Truong Sa island district and DK1 platform always receive attention, encouragement and help both materially and spiritually from central and local agencies; socio-political organizations; socio-political-professional organizations; economic groups, enterprises, people nationwide and overseas Vietnamese.

Thoroughly grasping and implementing Resolution 36-NQ/TW dated October 22, 2018 on "Vietnam's sustainable marine economic development strategy to 2030, vision to 2045", in recent years, accompanying the Navy, the Party Committee, government, people and armed forces of Hanoi city have always been the leading locality in propaganda work to raise awareness among all classes of people about the position, role and importance of Vietnam's seas and islands in the cause of national construction and defense; making many contributions, supporting and helping the army and people of Truong Sa island district both spiritually and materially, contributing to making the appearance and position of Truong Sa increasingly prosperous and stronger.

In 2023, Hanoi city coordinated with the Navy to organize a delegation of cadres representing the Fatherland Front, departments, branches, Hanoi Capital Command and 30 districts in the city to directly visit, encourage and present many practical gifts to the soldiers and people of Truong Sa island district and DKI platform. Organized the groundbreaking ceremony for the construction of a cultural house on Da Dong B island; visited and encouraged officers and soldiers of Submarine Brigade 189, Submarine Brigade 182 named after Hanoi Capital, Surface Ship Brigade 162, Truong Sa Islands Protection Brigade 146...

This is a valuable resource contributing to building the islands of Truong Sa archipelago into a solid fortress, the resistance of Truong Sa archipelago is increasingly consolidated and strengthened; at the same time, it encourages, motivates, and adds strength to the officers and soldiers who are standing firm day and night at the forefront of the waves and winds to firmly protect the sacred sovereignty of the sea and islands of the Fatherland.

In particular, during the recent visit to Truong Sa and DK1 Platform, with the participation of 14 agencies, units and localities, the Hanoi delegation always held the responsibility and role as the core force in deploying and organizing activities on ships, on islands and platforms. Although the preparation time was not much, the comrades in the delegation's leadership proactively coordinated closely with the Navy to do a good job of preparing before departure. The leaders of departments, branches, districts and members of the delegation had a high sense of responsibility, were exemplary and creative in performing their tasks; many comrades were enthusiastic, dynamic and experienced in organizing common activities of the whole delegation. The above actions created a strong influence, urging the delegates of agencies, units and localities to further promote their great political responsibility for the sovereignty of the sea and islands of the Fatherland.

The Party Committee and the Navy Command would like to thank the Party Committee, the government, the people and the armed forces of Hanoi Capital for their special attention and affection for the army and people of Truong Sa island district and DKI Platform. With the core role in carrying out the task of protecting the sovereignty of the sea, islands and continental shelf of the Fatherland that the Party, the State and the people have assigned to the Navy, which is very heavy and still has many difficulties, the Navy hopes to continue to receive the attention, encouragement and support in all aspects from the Party Committee, the government, the people and the armed forces of Hanoi Capital.

Since 2009, along with the trains carrying practical and meaningful gifts to serve the daily life, study and work of the soldiers and people of Truong Sa archipelago, Hanoi has supported the construction of the Capital Guest House in Truong Sa town. In addition, Hanoi has also built multi-purpose cultural houses on the islands: Toc Tan B, Nui Le B, Tien Nu, Song Tu Tay, Len Dao, Da Thi, Thuyen Chai A, Da Dong A.

In 2022, the Hanoi delegation started construction of a multi-purpose cultural house on Nui Le B island. Last April, the Hanoi delegation started construction of a multi-purpose cultural house on Da Dong B island worth 50 billion VND. Up to now, Hanoi has supported Truong Sa to complete 9 projects, and is continuing to build 2 multi-purpose cultural houses and some equipment with a total value of over 509 billion VND.
