On the evening of April 16, a working group of Traffic Police Team No. 14 (Traffic Police Department of Hanoi City Police) led by Captain Tran Xuan Lam was assigned to patrol and control the area of National Highway 1B - Ring Road 3 above.
Around 2015, the working group discovered that a sleeper bus with license plate number 38B-014.XX was entering the ramp to Ring Road 3 and was running on the wrong route, so they stopped the vehicle for inspection.

Police later determined that driver TVT (born in 1983) had driven the 38B-014.XX passenger bus on a route other than the licensed route (from Nuoc Ngam bus station to Phap Van - Cau Gie expressway to Ha Tinh). At the time of the inspection, there were 9 passengers on the bus.
Along with that, during the subsequent inspection, the working group also discovered that driver T. violated the alcohol concentration level of 0.091 mg/L of breath. This driver said that he had drunk beer during dinner.

The working group drew up a record of the violation, temporarily detained the vehicle for processing, and requested the bus company to mobilize a replacement vehicle to continue the journey, ensuring the rights of passengers.
Then, at around 11:30 p.m. the same day, at km 169+900 of the elevated Ring Road 3, the task force continued to inspect the truck with license plate number: 89C-230.XX driven by driver NVL (born in 1984). During the work, the task force discovered that the driver showed signs of using stimulants, so they conducted a quick drug test and recorded a positive result. The traffic police also discovered some drug paraphernalia hidden by the driver in the vehicle.

The driver admitted to using crystal meth with friends earlier. The task force drew up a report, temporarily confiscated the driver’s license and vehicle for handling according to regulations.
According to Decree 168/2024/ND-CP, drivers with alcohol levels below 0.25 mg/l will be fined from 6 to 8 million VND and have 6 points deducted from their driving license. Those who drive on the road while having drugs in their system will be fined from 30 to 40 million VND and have their driving license revoked for 23 months.
Speaking to CAND Newspaper reporters, Lieutenant Colonel Pham Duc Hoang, Captain of Traffic Police Team No. 14, said that acts of using alcohol, drugs while driving, especially with passenger cars and heavy trucks participating in traffic, pose a potential risk of serious traffic accidents. This is a group of violations that the Traffic Police force has identified and focused on handling. In the coming time, the unit will continue to strengthen inspections, promptly detect and strictly handle violations of traffic safety in the area.
According to data from the Traffic Police Department of Hanoi City Police, from March 15 to April 14, 2025, through patrolling and controlling, the Capital Traffic Police discovered and handled 16,705 cases of traffic safety violations, including 4,461 cases of alcohol concentration violations.
