Hanoi seeks opinions on draft resolution on commercial and cultural development zone

The above draft resolution stipulates the establishment, organization, operation and management of commercial and cultural development zones with the goal of commercial and cultural development zones being established on the basis of existing neighborhoods, streets, craft villages and rural residential areas to mobilize social resources for investment in developing commercial, cultural and tourism activities in areas with advantages in terms of commercial location and cultural space on the basis of ensuring standards and conditions on business culture, security, order and environmental protection higher than general regulations to attract and develop tourism, promote cultural values, promote commercial activities in the area, improve people's living conditions and preserve traditional industries and occupations.

The draft resolution stipulates the principle of prioritizing the establishment of commercial and cultural development zones in neighborhoods, streets, craft villages, walking streets, and existing rural residential areas with advantages in terms of commercial location and cultural space.

Ensure standards and conditions on business culture, security, order, and environmental protection in commercial and cultural development zones that are higher than general regulations to promote commercial and creative activities associated with cultural development, preserve and promote cultural values and traditional industries and professions, and attract and develop tourism in the area.

At the same time, the Commercial and Cultural Development Zone operates on the principle of voluntariness and self-management; ensuring the consensus of the majority of representatives of production, business, service establishments and households in the area. Ensuring publicity, transparency and enhancing accountability in the process of establishing, organizing, operating and managing the Commercial and Cultural Development Zone.

The State prioritizes investment in infrastructure development, preservation and promotion of cultural heritage values, ensuring security, order and social safety, and improving the landscape and environment of commercial and cultural development zones.

According to the draft resolution, the activities of the commercial and cultural development zone include cultural activities, commercial activities and tourism.

Cultural activities include organizing events, festivals, art performances, traditional culture; building and developing museums, traditional houses, art exhibition spaces; preserving and promoting tangible and intangible cultural heritages, valuable cultural works, architectural works, typical landscapes, typical customs and practices; traditional vocational training and education activities; developing vocational human resources and vocational culture.

Commercial activities include developing a system of stores, markets, shopping centers and business locations associated with local cultural characteristics; organizing fairs, trade exhibitions, promoting products, especially products from traditional industries and crafts and local specialties.

Tourism activities include promoting and introducing sightseeing and tourism activities in the commercial and cultural development area to domestic and foreign tourists; building and developing tourism in association with craft villages, craft streets and other tourist attractions and areas.

The draft resolution clearly stipulates the principles of establishment, organization, operation and management of commercial and cultural development zones.

Currently, Hanoi City is widely posting the draft resolution to collect opinions from organizations and individuals to complete the draft, submit it to the City People's Council for consideration and approval at the May 2025 session.
