Hanoi creates QR code to answer people's questions about issuing and renewing driving licenses

After a month of performing the task of issuing and exchanging driving licenses received from the Department of Transport, the Road Motor Vehicle Driving License Examination and Issuance Team of the Traffic Police Department (Hanoi City Police) has deployed many tasks to serve people more and more effectively.

Answering people's questions

According to the Traffic Police Department, during the course of their duties, the unit received many responses from the public. Many people wondered how they could track the process of changing their driving licenses online and did not know when they would receive the results. Some people had expired driving licenses and had not yet received the results...

Regarding this, Lieutenant Colonel Nguyen Tuan Cuong, Deputy Head of the Road Motor Vehicle Driving License Examination and Issuance Team, said that, anticipating the situation that there will be cases of overdue driving license renewal but still presenting that they have declared on VNeID - an electronic identification application that can be used to replace traditional documents, during the course of performing the task, the unit will check the information provided by the people to resolve administrative procedures. Whether the declaration is made or not is recorded on VNeID and cannot be falsified.

“Drivers and vehicle owners can present their driving licenses via the VNeID application and traffic police officers will check and control the driving licenses, as well as related documents integrated into the VNeID application. In case the driver is in the process of issuing or exchanging a driving license, he/she must provide the ID number or the old driving license number (in PET material), and the traffic police officer will look it up on the professional system to compare the information," said Lieutenant Colonel Nguyen Tuan Cuong.

In case people have completed the procedures for issuing, exchanging, or reissuing a driver's license but have not been updated on the above application platforms due to insufficient time (3 working days), the traffic police will base on the appointment letter, photo, and driver's license information on the applications to determine whether the driver has a driver's license or not... All of these instructions have been publicly answered by the traffic police on the website of the Traffic Police Department and on the mass media."

Encourage people to use level 4 public services

Directly performing the task, Major Nguyen Cong Tu, an officer of the Road Motor Vehicle Driving License Examination and Issuance Team, said that in order to directly answer people's questions, including those related to declaration via the VNeID application, the unit has created a QR code that is publicly posted at the unit and will be attached to the results of receiving documents so that citizens can understand and implement. Citizens can access the website gplx.csgt.bocongan.gov.vn to enter their current driving license information to check the information.

For cases that have been returned results on the electronic environment, the system will automatically update the latest data. For cases that are declaring on the system for the first time, after 30 minutes, the system will update the new driver's license on VNeID.

The unit encourages people to use level 4 public services so that they do not have to come to do the procedures directly and also receive a lower fee than paying directly. For cases where the level 4 public service submission is incorrect, people can go directly to one of the 30 reception points (in communes and wards) to submit their application directly.

Lieutenant Colonel Nguyen Cong Tu added that the unit still answers questions related to the issuance and renewal of driving licenses every day for the people. Specifically, in the late morning of April 3, he answered the case of Mr. Tong Duc Hanh (born in 1969, in Yen Nghia ward, Ha Dong district, Hanoi) who came to request a re-issuance of a driving license.

Accordingly, Mr. Tong Duc Hanh lost his car driving license, lost the original documents, and only kept a photocopy of the documents. After instructing Mr. Hanh to declare through the public service portal on the VNeID system, Lieutenant Colonel Nguyen Cong Tu said that Mr. Hanh was eligible to reissue a driving license with the data on the system. Mr. Hanh was instructed to follow the next procedures to complete the documents in the electronic environment.

Happy that the procedure was resolved quickly and effectively, Mr. Tong Duc Hanh expressed: “Before coming to do the procedure, I still thought I would have to wait in a long line, along with having to submit complicated documents, such as a report of lost documents with confirmation from the local authorities... like before. But when I was guided to the VNeID application, all personal data related to my driver's license was displayed on the system, including the time I declared the procedure to reissue the documents, which was also clearly shown.”

According to statistics, from March 1 to now, Hanoi City Police have received 19,373 applications for issuing and exchanging driving licenses, of which 9,241 applications were received directly and 10,132 applications were received through public services. The deployment of multiple channels for issuing and exchanging driving licenses, including directly at 30 reception points of commune-level police and through the VNeID application, has made the process of completing procedures much more convenient for people.

To date, Hanoi has 32 locations for receiving applications for issuing and exchanging driving licenses. Of these, there are two locations for receiving applications under the Road Motor Vehicle Driving License Examination and Issuance Team (Hanoi Traffic Police Department) at 2 Phung Hung Street, Van Quan Ward, Ha Dong District and 253 Nguyen Duc Thuan Street, Trau Quy Town, Gia Lam District, operating since March 1.

In addition to 32 points of receiving applications for issuing and exchanging driving licenses, the Hanoi Traffic Police Department has deployed a location for online instructions on issuing and exchanging driving licenses at the Hanoi City Public Administration Service Center Branch - Branch No. 1, 258 Vo Chi Cong, Tay Ho District.
