On the afternoon of December 11, at the 20th session of the 16th Hanoi People's Council, Central Party Committee member, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh spoke to explain and clarify a number of issues of concern to delegates and voters.

The content of the questioning at the Session focused on the issues that voters and the People are concerned about. Thereby, it helps the City People's Committee, departments, branches and People's Committees of districts, towns to more clearly identify the limitations, shortcomings and weaknesses, and at the same time, it is the basis for analyzing, evaluating the causes and proposing positive, appropriate and adaptive solutions in the new situation.

Clarifying some issues of concern to delegates, Chairman of the Hanoi People's Committee Tran Sy Thanh said: under the leadership of the City Party Committee, the supervision of the City People's Council, the Vietnam Fatherland Front Committee of the City and the entire political system, the City has completed 23/24 socio-economic targets, with 6 targets exceeding the plan. This is an extremely important and comprehensive result, in the context of the whole country facing many difficulties, especially affected by storm No. 3.

Hanoi's GRDP in the first 9 months of 2024 increased by 6.12%, and is expected to reach about 6.52% for the whole year. The GRDP scale is about 58.6 billion USD. State budget revenue for the first time exceeded 500,000 billion VND, an increase of nearly 20% compared to 2023, accounting for about 28% of the country's total budget revenue. Urban management, beautification and development have changed positively. Major projects have been completed, typically the operation of the elevated urban railway project in 2024. In particular, Hanoi has focused resources on investing in the construction of 18 bridges over the Red River. Of which, 8 bridges have been invested in and Long Bien Bridge has been renovated; 9 new bridges will continue to be built. Currently, the investment project to build 3 more bridges (Hong Ha, Me So, Van Phuc) has been approved, and at the same time, the direction is being focused on to soon decide on the investment policy for 3 bridges including: Tu Lien Bridge, Tran Hung Dao Bridge and Ngoc Hoi Bridge.

Regarding clean water, the Chairman of the Hanoi People's Committee affirmed that by 2025, the city will have a 100% clean water network reaching all communes, wards and towns. Regarding the environment, the city strives to replenish water for West Lake before September 2, 2025; on that basis, it will create momentum to "revive" the inner-city rivers.

This is also the general context of the whole country, in the situation of the prolonged Covid-19 pandemic, a series of other fluctuations affecting labor force, work efficiency...

“These things affect the remaining indicators such as labor productivity and per capita income. However, the city will definitely not adjust them, but will be determined to strive for the highest in 2025 to achieve the highest possible results throughout the term, creating a good foundation for the next term,” said Chairman of the City People’s Committee Tran Sy Thanh.

Regarding the issue of renovating old apartment buildings, Chairman of the Hanoi People's Committee Tran Sy Thanh said that this is the most pressing issue in Hanoi in the past year. Pointing out the difficulties in planning capital, the Chairman of the Hanoi People's Committee also pointed out that up to now, no district has completed the detailed planning of old apartment building renovation areas. In some places such as Ba Dinh district and Dong Da district, people have been mobilized to move out of old apartment buildings but construction has not yet been done because there is no plan. The city is trying to have all districts with old apartment buildings approved for planning in the first quarter of 2025.

In addition, the city has only inspected 50% of old apartments. We must inspect all of them to focus on propagating to people to relocate before we can proceed with renovation.

Regarding fire prevention and fighting, the Chairman of the Hanoi People's Committee said that the city is implementing this issue very drastically. In 2024, the functional forces have gone to review and count the number of boarding houses that do not meet fire prevention and fighting conditions. The Chairman of the City People's Committee emphasized that no matter how difficult it is, officials must do their best to review each business household to minimize damage caused by fire and explosion.
