Innovation in recruitment organization methods

Reporting to the monitoring delegation, Permanent Vice Chairman of Hanoi People's Committee Le Hong Son said that in the period of 2021-2024, Hanoi city has well implemented policies and laws on the development and use of human resources and high-quality human resources to meet the requirements of socio-economic development; promptly and fully promulgated legal documents, directives and management documents in this field.

The city has implemented the recruitment in a systematic, scientific and correct manner; the content, form, and process of the recruitment and selection process are implemented in the direction of simplifying administrative procedures, increasing publicity and transparency, improving the quality of recruitment, linking recruitment authority with the authority to use civil servants and public employees and according to the requirements of the job positions to be recruited.

The city has directed relevant agencies to study legal regulations and innovate recruitment methods to ensure the principles of publicity, transparency, and prevention of negativity in the recruitment process. From 2021 to present, the city has organized 3 administrative civil servant recruitment exams, recruiting 437 civil servants. Agencies, localities, and units have organized the recruitment of 7,091 new civil servants.

The staff, civil servants and public employees are arranged according to the requirements of the job position, professional qualifications and training fields suitable for the job position being recruited or held, making good use of their capacity, strengths and trained expertise, meeting the requirements of assigned tasks.

To attract and reward high-quality talent, the city has a number of mechanisms: Incentive funds to encourage leading scientists and good experts; incentives for training and fostering; research support...

Every year, the city organizes to commend and honor excellent valedictorians of universities and academies in the area to encourage and promote the studious spirit of the thousand-year-old Thang Long land; at the same time, it builds recruitment targets for excellent valedictorians in state administrative agencies and public service units of the city, contributing high-quality human resources to the capital.

In particular, implementing Resolution No. 14/2013/NQ-HDND dated July 17, 2013 of the City People's Council on the policy of promoting talents in the construction and development of the Capital, from 2014 to 2017, the city attracted 91 people to become civil servants and public employees at agencies and units under the city; organized commendation, reward and honor of 1,183 excellent valedictorians.

At the working session, members of the monitoring delegation requested the Hanoi People's Committee to provide information on: Number of cadres, civil servants and public employees leaving the public sector for the private sector; plan and progress of the City People's Council issuing policies to support investment in key national facilities, using the city budget to train and foster Hanoi's civil servants, supporting high-quality vocational training... to implement the Capital Law 2024; policies to support and attract excellent students; share more experiences in attracting and promoting talents...

Creating conditions for Hanoi to implement 9 groups of policy mechanisms in the Capital Law

Speaking at the meeting, Deputy Head of the National Assembly Delegation of Hanoi Nguyen Ngoc Tuan said that in addition to promoting economic development, Hanoi pays great attention to human resource development, considering it an important driving force for development. In particular, Hanoi has paid attention to issuing mechanisms and policies to develop, attract and reward talents. Recently, the Hanoi People's Council has issued resolutions on the treatment regime for high-achieving athletes and excellent students who have won international awards with high rewards...

Notably, to implement the Capital Law 2024, the Hanoi People's Council has promptly issued many mechanisms and policies, including policies related to human resource development. Currently, the City People's Committee is continuing to develop resolutions for approval at the thematic session of the People's Council at the end of April 2025 and the regular session in mid-2025.

Chairman of the City People's Council Nguyen Ngoc Tuan expressed his hope that in the coming time, the National Assembly Standing Committee and its Committees will continue to pay attention and create conditions for Hanoi to implement 9 groups of policy mechanisms in the Capital Law, bringing the Law into life.

After listening to some functional departments and branches of Hanoi clarify some contents of the monitoring delegation's concern, concluding the working session, Vice Chairwoman of the National Assembly Nguyen Thi Thanh acknowledged the results that Hanoi has achieved in implementing policies and laws on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources.

The head of the monitoring delegation suggested that the city continue to promote educational reform; effectively implement policies, projects and plans to improve the quality of education, training and human resource development, especially high-quality human resources.

Comrade Nguyen Thi Thanh also noted that Hanoi needs to improve the quality of vocational training, focus on key industries, improve the capacity of teachers (professional skills, foreign languages, information technology, other skills); modernize facilities, promote training models combined with practice at enterprises, and focus on investment in key facilities and industries.

At the same time, Hanoi needs to continue promoting the socialization of education, focusing on encouraging foreign corporations and technology enterprises to invest in developing local human resources with appropriate incentive policies.

Along with that, it is necessary to promote digital transformation, build digital infrastructure in education and human resource management, improve the efficiency of career guidance and orientation, invest in modern labor market information systems, and improve the quality of human resource demand forecasting.

The monitoring delegation also acknowledged the groups of solutions and recommendations of Hanoi city and requested the City People's Committee to complete the report, supplement and edit the content based on the acceptance of opinions, exchanges and discussions, and send it back to the monitoring delegation.
