Permanent Vice Chairman of Hanoi People's Committee Le Hong Son signed and issued Document No. 3612/UBND-NC on the implementation of Official Dispatch No. 991/CD-TTg of the Prime Minister on "Strengthening the management of construction order and fire prevention and fighting for multi-storey, multi-apartment individual houses, ensuring safety, protecting property, health and life of the people".

The City People's Committee requests heads of departments, branches, and chairmen of district, town, and city People's Committees, according to their assigned functions and tasks, to strictly implement the Prime Minister's direction. The Department of Construction presides over and advises the City People's Committee to implement Official Dispatch 991/CD-TTg.

The city police are assigned to coordinate with functional units to strengthen inspection and examination work to promptly detect and strictly handle violations of the law on construction order, fire prevention and fighting by organizations and individuals in the city, not allowing violations to persist, causing public outrage, affecting order, safety and people's lives.

The People's Committees of districts, towns and cities continue to complete the general inspection and review of the subjects. According to the assigned functions and tasks, localities, together with the City Police and related units, strengthen the dissemination and propaganda of the provisions of the Construction Law, the Law on Fire Prevention and Fighting on contents related to construction planning, construction permits, construction quality management, fire prevention and fighting standards and norms for individual houses with many floors and many apartments.

Propagating and instructing people on fire prevention and fighting, especially fire prevention and fighting skills and escape when a fire or explosion occurs.
