Kinhtedothi – On December 30, the Hanoi Department of Construction held a conference to summarize the work in 2024 and deploy tasks in 2025 of the construction industry. Attending and giving speeches at the conference were: Minister of Construction Nguyen Thanh Nghi, Vice Chairman of Hanoi People's Committee Duong Duc Tuan.
Complete many important targets
Director of Hanoi Department of Construction Vo Nguyen Phong said that in 2024, the Department was assigned a total of 1,736 tasks, completed 1,640 tasks (94.47%), continued to perform 96 tasks (5.53%), and had no overdue tasks.
For the 10 Working Programs of the City Party Committee, the Department of Construction has closely coordinated with the city's departments, branches and sectors to implement them. As the standing agency of the Steering Committee of Program No. 03-CTr/TU on "Urban beautification, urban development and urban economy for the period 2020 - 2025", the Department has advised the Steering Committee to issue the work plan for 2024; organized quarterly meetings and periodic reports, and mid-term summary reports. Advised on the establishment of 2 inspection teams to inspect 4 units (Project Management Board of Technical Infrastructure and Agricultural Works; Department of Planning and Investment; Nam Tu Liem District Party Committee and Thanh Tri District Party Committee).
Regarding the implementation of Decision No. 6336/2023/QD-UBND of the City People's Committee on assigning socio-economic development plan targets and budget revenue and expenditure estimates for 2024. Accordingly, the target on the proportion of population supplied with clean water in urban areas reached 100%; the proportion of population supplied with clean water in rural areas reached 95% (achieving the set plan); the proportion of urban wastewater treated reached 40.8% (the set plan was 40%). The estimated value allocated by the Department of Construction to its affiliated units was VND 2,010 billion, the implementation value reached VND 1,998 billion (equivalent to 99.4%).
According to the Director of the Hanoi Department of Construction, Vo Nguyen Phong, in 2024, the targets for urban technical infrastructure management (clean water supply; drainage and wastewater treatment; parks, flower gardens, trees; urban lighting and underground infrastructure), economic and technical management, inspection and examination, administrative reform - digital transformation... all met and exceeded the set targets. In particular, for urban and housing management and development, although in 2024 in the context of general difficulties of the real estate market, the Capital Construction industry still achieved remarkable results.
“In 2024, the whole city completed about 2.219 million square meters of floor space, equivalent to about 14,984 houses. The average floor space of housing reached 29.1 square meters per person (exceeding the planned target of 28.8 square meters per person); of which commercial housing reached about 1.952 million square meters of floor space with 8,850 houses; social housing reached 0.367 million square meters of floor space with about 6,134 apartments. The Department also urged the implementation of 25 investment projects to build resettlement housing funds (9 investment projects using budget capital; 14 projects ordering commercial housing; 2 projects using other capital sources)" - Director of Hanoi Department of Construction Vo Nguyen Phong said.
Need to boost supply to reduce housing prices
Speaking at the conference, Minister of Construction Nguyen Thanh Nghi praised the achievements of the Capital Construction sector in 2024, including many important contributions to the overall development of the country. In addition, the Minister hoped that the sector would frankly look back and continue to make efforts to overcome the limitations that have been pointed out.
As the management agency of the special urban area, the Department of Construction needs to continue implementing solutions to upgrade social infrastructure, technical infrastructure, improve the river and lake system, environment, and landscape for the city; further strengthen the management of architectural planning and urban management, focusing on urban renovation and embellishment, especially with valuable architectural works in the area.
“The Hanoi Department of Construction needs to advise the City People's Committee to better implement the work of developing social housing, from planning to land allocation, reviewing and speeding up project investment procedures; urging implementation, ensuring the quality of housing projects in the area, the renovation of old apartments also needs to be accelerated. In particular, for the real estate market, the Hanoi Department of Construction needs to strengthen management, remove difficulties and obstacles for each project in the area; have a plan to improve supply for the market, thereby reducing housing prices which are very high compared to people's income and ability to pay" - Minister Nguyen Thanh Nghi emphasized.
At the conference, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan also praised the results achieved by the Capital Construction Industry in 2024, seriously implementing the annual programs and plans of the City Party Committee, People's Council, People's Committee and the Ministry of Construction. Notably, the completion rate of tasks assigned by the City People's Committee reached more than 94%;
“In 2024, the Department of Construction advised the City People's Committee to issue 2 legal documents; 15 decisions and specialized plans... This is an effort and positivity in the leadership and direction of the Department of Construction because the volume of assigned tasks is very large, the scope of management is wide, related to people's issues that voters and people of the capital are very interested in" - Vice Chairman of the Hanoi People's Committee Duong Duc Tuan said.
Vice Chairman of Hanoi People's Committee Duong Duc Tuan emphasized that, in addition to the achieved results, the Construction sector needs to recognize some shortcomings and limitations that must continue to be overcome, including: the work of advising the City People's Committee to develop a number of policy mechanisms and legal documents to implement the Law on the Capital is still slow; the work of renovating old apartment buildings and establishing investment policies for concentrated social housing projects has not met progress requirements;
The management and operation of resettlement apartment buildings still has shortcomings that need to be rectified; the management of state-owned housing funds needs to be organized closely and systematically to avoid loss and waste. Along with that, the implementation of investment in construction of works according to the Clean Water Supply Plan in the city has not met the schedule; Local drainage and flooding still occur in some places, especially when there is heavy rain and storms such as Typhoon Yagi; at the same time, violations of construction order in the area still have complicated developments...
“To complete the assigned socio-economic targets, the Department of Construction should focus on coordinating with agencies in providing comments and drafting legal documents; focus on completing socio-economic planning targets; seriously implement the arrangement and streamlining of the apparatus in accordance with the direction of the Central Committee; advise on the implementation of apartment renovation and social housing development; strengthen the inspection and examination of construction activities to promptly detect and handle violations; and advise on the final handling of slow-moving projects... in accordance with the direction of General Secretary To Lam” - Vice Chairman of Hanoi People's Committee Duong Duc Tuan emphasized.
Receiving the above instructions, Director of the Department of Construction Vo Nguyen Phong said that the units will concretize them into plans, adding them to the key tasks and solutions of the industry in 2025 to complete the assigned tasks.
Also on this occasion, in order to recognize the achievements and contributions of individuals to the Construction cause, the conference held a ceremony to award commemorative medals of the Ministry of Construction to 15 individuals; Hanoi People's Committee awarded certificates of merit and emulation flags to a number of individuals and groups of the Department of Construction.
