Kinhtedothi - On the afternoon of December 16, the Hanoi People's Committee held a conference to deploy the socio -economic development plan, budget estimates, total administrative, career, science and technology staff and launch the emulation movement in 2025.

Strive to complete 4 difficult targets at the highest level
At the conference, delegates watched a report on outstanding socio-economic results in 2024, directions and tasks for 2025.
The Office of the City People's Committee announced Decision No. 6399/QD-UBND of the City People's Committee on assigning targets for the Socio-Economic Development Plan, revenue and expenditure estimates for the year 2025 of Hanoi City.
The summary table of indicators of the Socio-Economic Development Plan includes 25 indicators. In which, the growth rate of gross regional domestic product (GRDP) is from 6.5% or more; GRDP per capita is 172.4 million VND or more; investment capital in the area increases by 10.5% or more; export turnover of goods increases by 5% or more; Consumer price index is below 4.5%...
The Decision of the City People's Committee clearly states that, based on the city's socio-economic development goals and tasks in 2025, socio-economic plan targets, administrative and career staffing targets and assigned budget estimates, Directors of departments, heads of departments, branches, unions and units under the city, Chairmen of People's Committees of districts, towns and cities shall assign socio-economic plan targets and budget revenue and expenditure estimates for 2025 to affiliated units according to regulations before December 31, 2024.
At the conference, delegates listened to a speech by Director of Hanoi Department of Planning and Investment Le Anh Quan on issues that need attention to complete the Socio-Economic Development Plan and Public Investment Plan for 2025.
According to the Department of Planning and Investment, the public investment plan for 2025 is VND 87,130 billion, 1.13 times higher than in 2024; 2.1 times higher than in 2021 (the first year of the planning period); of which the central budget source is VND 14,423 billion, accounting for 16.6% of the plan. Thus, 2025 is a year with a large amount of work, especially the central budget capital plan. Therefore, for units assigned central budget capital, it is necessary to have a specific plan from the beginning of the year to disburse all the capital plan assigned by the central government.
2025 is also the first year to implement many strategic tasks: the 2024 Capital Law; 2 important plans of the Capital; at the same time, build the Socio-Economic Development Plan and the 5-year Public Investment Plan 2026-2030 to serve the draft Documents of the 18th Congress of the City Party Committee with the goal of developing the Capital Hanoi strongly, comprehensively, worthy of the role and position of the Capital of a country entering a new era, the era of national growth.
2025 is the final year of the 5-year plan term 2021-2025, departments, branches, districts, towns need to focus on implementing solutions to successfully complete the goals, 25 targets of the 2025 plan and 17 targets of the 5-year plan 2021-2025. In particular, efforts need to be made to complete at the highest level 4 difficult targets: GRDP growth; GRDP/person; social investment capital and social labor productivity growth rate.
In addition, focus on unlocking social resources, including land revenue; resolutely disburse public investment capital from the beginning of the year; speed up procedures on investment, planning, land, tax, credit, insurance, etc.; support and create maximum convenience for production and business (bank loan procedures; interest rate support; support for investment promotion, trade, labor training, science and technology, etc.).
Units must resolutely implement solutions from the beginning of the year to complete the assigned targets and tasks for 2025 and the 5-year plan for 2021-2025; at the same time, strive to do better, prepare conditions for accelerated development and breakthroughs for the 2026-2030 period.
Strive to achieve budget revenue of over 500,000 billion VND in 2025
Next, the delegates listened to the presentation of Director of the Department of Finance Nguyen Xuan Luu on the contents that need attention regarding the budget revenue and expenditure estimates for 2025. 2025 is not only the final year of the 2023-2025 budget stabilization period but also marks an important turning point when the Capital Law 2024 was just passed by the National Assembly. The Law opens up many specific mechanisms and policies to maximize the potential and advantages of the Capital, in which finance - budget is an important pillar to realize strategic orientations.
Regarding budget revenue, the total state budget revenue in the first 11 months of 2024 in the city is 453,130 billion VND, reaching 110.9% of the estimate, up 19.9% over the same period. The Department of Finance requests all levels and sectors to carry out tasks and solutions to manage and operate budget revenue in the remaining days of 2024, especially speeding up the progress of determining financial obligations of projects collecting land use fees and land rents, striving to reach over 500,000 billion VND...
Arrange and assign staff to ensure appropriate capacity and strengths
At the conference, delegates listened to a presentation by Director of the Department of Home Affairs Tran Dinh Canh on a number of issues related to staffing and tasks, and solutions to reorganize the apparatus "Straight - compact - strong - efficient - effective - efficient".
The city plans to implement the arrangement and streamlining of internal organizational units of departments and equivalent units, reducing at least 15% - 20% of units, not including organizations subject to consolidation and merger due to overlapping functions and tasks when implementing the plan to merge departments. According to the Director of the Department of Home Affairs, the city determined that the work of arranging the organizational apparatus is difficult, even very difficult, and inevitably affects the thinking of the team of cadres, civil servants, public employees, and workers, especially those holding leadership and management positions. Therefore, in order for the work of arranging the organizational apparatus to be effective, each agency and unit must do a good job of propaganda and political work, creating consensus and unity among the team of cadres, civil servants, and public employees when implementing the arrangement, streamlining and transfer of the apparatus. This is not a simple task, it is difficult, it is related to the rights of cadres and civil servants, therefore, units need to do a good job of encouraging, self-awareness, solidarity and being exemplary in the implementation process.
Along with that, each agency and unit must stabilize the organization, each cadre and party member must strictly maintain discipline and principles and continue to perform their work well. In particular, there must be no laxity, lack of responsibility or dispersion in work. Complete the functions, tasks, organizational structure, and job positions according to the new organizational apparatus to ensure quality and efficiency and put into operation immediately after approval, without interrupting the implementation of tasks to serve the people, organizations and businesses.
In addition, review, select, arrange, and assign cadres, civil servants, public employees, and workers to ensure that they are suitable for their abilities, strengths, reputation, work experience, and specific work product results in accordance with the functions and tasks of the new organization. Regulate from surplus to shortage in a comprehensive manner, creating stability and ensuring maximum benefits for those subject to the arrangement.
In addition, pay attention to and fully and promptly implement the rights, regimes and policies for cadres, civil servants and public employees according to the regulations of the Central Government and the City, in order to reduce the pressure on ideology and psychology of cadres, civil servants and public employees in the process of arranging and streamlining the organizational apparatus...
The Department of Home Affairs also said that during the review and arrangement of agencies and units according to the new organizational model in accordance with the direction of the Central and City Party Committees, it is recommended that departments, branches, People's Committees of districts, towns and cities temporarily stop accepting civil servants from other central and local agencies to work at units under Hanoi city; temporarily stop organizing civil servant recruitment exams, including commune-level civil servants (except for units that have planned and completed the first round of exams before December 31, 2024); temporarily stop appointing new leadership and management positions at affiliated agencies and units (except in cases of real necessity).
Strive to achieve the highest growth targets set
At the conference, Chairman of Hanoi People's Committee Tran Sy Thanh - Chairman of the City's Emulation and Reward Council gave a speech and launched the emulation movement in 2025.
Chairman of the City People's Committee Tran Sy Thanh said that 2025 is the final year of the 5-year plan, with many major anniversaries of the country, and the year of implementing many major policies of the Party and State. Therefore, Chairman of the City People's Committee Tran Sy Thanh emphasized two lessons learned, including always maintaining solidarity and unity from the grassroots to the city; at the same time, continuing to change awareness and thinking about performing tasks and professional work.
“2025 is the year to organize Party Congresses at all levels and summarize the implementation of Resolution No. 18-NQ/TU dated October 25, 2017 of the 12th Party Central Committee “Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently”. Therefore, it is necessary to have a clear and transparent awareness and ideology during the implementation process to create momentum for good implementation of the 2025-2030 term” - Chairman of the City People's Committee Tran Sy Thanh said.
The Chairman of the City People's Committee stated that 2025 is a year with a huge amount of work, so he suggested that units and localities need to do a good job in building and perfecting institutions and policies, and have a different approach to implementing internal processes to strive to achieve the highest growth targets. Units need to prioritize building and creating a stronger breakthrough in the synchronous urban infrastructure system, focusing on building a public transport system, especially the urban railway system. In addition, it is necessary to change the appearance of the environment, ensuring the development of a green, clean and beautiful capital.
The Chairman of the City People's Committee also requested careful preparation for activities to celebrate major holidays in 2025. "With only two weeks left until the end of 2024, I request that you continue to focus highly and direct the implementation of drastic solutions to complete the goals and targets of the 2024 plan, focusing on budget collection and public investment disbursement. At the same time, carefully prepare in all aspects to serve the people to celebrate the New Year and Lunar New Year happily and safely" - Chairman of the City People's Committee Tran Sy Thanh emphasized.
Launching the patriotic emulation movement in 2025 in all fields, Chairman of the Hanoi City Emulation and Reward Council Tran Sy Thanh called on all cadres, civil servants, public employees and workers to promote the spirit of solidarity, responsibility, intelligence, discipline, creativity, compete to accelerate, strive to complete and exceed the tasks and socio-economic targets in 2025.
