Hanoi reduces the number of commune-level administrative units, the largest in the country.

(Dan Tri) - Hanoi is the locality with the largest decrease in the number of commune-level administrative units in the country, with 53 units.
The representative of the Hanoi People's Committee informed this at the conference on the implementation of the 2025 work of the Home Affairs sector recently held in Hanoi. According to Resolution No. 1286/NQ of the National Assembly Standing Committee on the implementation of administrative unit arrangement in Hanoi in the period of 2023-2025, after the arrangement, Hanoi will have 30 district-level administrative units (12 districts, 17 districts and 1 town); 526 commune-level administrative units (160 wards, 345 communes and 21 towns). Thus, Hanoi will reduce 53 commune-level administrative units from 2025. According to the plan of the Hanoi People's Committee, the Standing Committees of districts, towns and cities will develop a project and decide to establish a new Party Committee on the basis of merging and consolidating the Party organizations of administrative units at the same level before the arrangement; appoint the Executive Committee, Standing Committee, Secretary and Deputy Secretary of the Party Committee according to the provisions of the Party Charter. Regarding the arrangement of the apparatus, the arrangement of cadres, civil servants and public employees, Hanoi has directed the temporary suspension of the election of commune-level cadre positions in administrative units that must be arranged from the date the City People's Committee submitted to the Government the project on the arrangement of commune-level administrative units. The Hanoi government also directed districts, towns and cities to develop plans and implementation roadmaps, and have plans to arrange and arrange cadres and civil servants carefully, in accordance with the capacity, strengths and job positions of each person. This must ensure many requirements at the same time. First , the arrangement must be based on the capacity of cadres, civil servants, public employees and redundant workers of agencies and organizations due to the arrangement of commune-level administrative units to consider recruitment, transfer or rotation to work at agencies and units in the political system of commune and district levels and in other localities in the city according to task requirements. The arrangement and assignment of commune-level cadres is carried out synchronously and in connection between organizations in the political system. Priority is given to arranging and assigning commune-level cadres with sufficient qualities, capacities, standards and conditions to equivalent positions or priority is given to recommending for election to positions of cadres in administrative units when needed or priority is given to recruiting civil servants and public employees according to regulations. Secondly , cadres and civil servants who are of retirement age or close to retirement age, if they wish, will be given conditions to retire according to the law. Cadres who wish to transfer jobs will also be promptly resolved. The city arranges and transfers cadres who meet the requirements and standards from places with surplus to places lacking within the same district-level administrative boundaries. Third , cadres who do not meet the age requirements for re-election or reappointment to positions and titles according to their terms in agencies of the Party, the Vietnam Fatherland Front, and socio-political organizations in wards shall be subject to Decree No. 26/2015 of the Government and Instruction No. 27-HDD/BTCTW in 2019 of the Central Organizing Committee. In the case of streamlining the payroll and restructuring the team of cadres, civil servants, public employees, and workers, Decree No. 29/2023 of the Government and Resolutions of the City People's Council shall be applied. In addition to the general mechanisms and policies of the Central Government, for redundant cadres, Hanoi City said that it has issued a resolution of the City People's Council stipulating support policies for redundant cadres, civil servants, public employees, and non-professional workers who retire when rearranging administrative units. "With early and far-reaching initiative, the city believes that the organization and operation of the political system in the new administrative units after the arrangement will be successful," affirmed a representative of the Hanoi People's Committee.
Surplusof 831 officials and more than 90 public offices From January 1, 2025, Hanoi will officially operate the new apparatus after rearranging 109 commune-level administrative units, forming 56 new commune-level administrative units (33 communes, 23 wards), reducing 53 commune-level administrative units (38 communes, 15 wards) compared to the present. After the rearrangement, Hanoi City has a surplus of 831 officials and more than 90 public offices.
