The inspection team determined that the center had 29 teachers and about 600 junior high school students registered to study here. This facility violated many regulations, such as not posting information about subjects, extra teaching time for each subject, list of teachers and tuition fees.
In addition, the center has not yet presented documents related to monthly fee collection, and is missing 4 labor contracts with teachers. The signed contracts also do not fully indicate the content of the position and working time...
Therefore, the inspection team requested the center to stop operating immediately, from 12:00 on April 23. "The center must notify parents and fulfill financial obligations when stopping studying, ensuring the rights of students," Hanoi Department of Education and Training requested.
Previously, the Ministry of Education and Training requested the Hanoi Department of Education and Training to check and verify information reported by the press about the organization of extra teaching and learning in violation of regulations in Hanoi. From there, strictly handle violations (if any) according to regulations; report the results of handling to the Ministry of Education and Training in writing before April 30.
According to press reports, at a cultural training center located on Chua Lang Street (Dong Da District, Hanoi), almost all students of a nearby public secondary school regularly come to take extra classes since Circular 29 took effect.
According to students, grades 6 and 7 usually study in the morning, while grades 8 and 9 study in the afternoon. There are many extra classes, with enough students from the same class registering. This center is no different from a second school, as it only teaches students from one school. The total number is up to nearly 500 students, with monthly tuition of nearly 2 million VND/student.
Many students here confirm that the center does not teach extra classes but is connecting with the school, because the learning content between the two sides is connected.
Hanoi currently has about 15,000 centers and households registered to provide tutoring services. According to the leader of the Hanoi Department of Education and Training, the number of centers and households providing tutoring services is increasing rapidly, while there are no detailed instructions on regulations and sanctions for handling related violations, which may cause difficulties for localities in inspection and supervision, so it is recommended that the Ministry provide specific instructions soon.
