Hanoi: State-owned enterprises take the lead, contributing to double-digit economic growth

According to the Plan, Hanoi clearly identifies that state-owned enterprises (SOEs) not only play a leading role in essential sectors and fields of the capital's economy, but are also the pioneering force leading and paving the way in socio-economic development.

The Hanoi People's Committee requested departments, branches and affiliated units to focus on designing, building and perfecting mechanisms and policies to promote the development of state-owned enterprises. At the same time, it is necessary to mobilize social resources to the maximum, using public investment to lead private investment, and promoting public-private partnership (PPP). Policies must act as a "lever and fulcrum" for enterprises to fully exploit their potential, increase productivity and expand their production and business scale.

The Hanoi People's Committee also emphasized the need to innovate thinking and create business operation methods according to the principle: "Resources originate from thinking, motivation originates from innovation, strength originates from people and businesses." The approach and solution to problems must come from reality, closely follow the requirements of innovation, digital transformation and strong application of scientific and technological achievements, in order to increase labor productivity, reduce resource deficit and enhance the intellectual content of products.

State-owned enterprises need to focus on developing infrastructure projects, especially key projects with high spillover effects, thereby contributing to promoting comprehensive socio-economic growth.

Hanoi requires accelerating investment progress, capital disbursement and seriously and effectively implementing the policy of streamlining and reorganizing the apparatus, while reforming administrative procedures, saving costs for people and businesses, contributing to creating an open business environment and healthy competition.
