VTV1 recently reported on the organization of extra teaching and learning contrary to the regulations in Circular 29/2024 in Hanoi. According to the report, the organization of extra teaching and learning at a cultural center on Chua Lang Street (Dong Da District) is not organized. The center's facilities are still cramped but it still organizes extra teaching for nearly 500 students of a nearby middle school with tuition fees of nearly 2 million VND/month/student.
Receiving the feedback, the Hanoi Department of Education and Training requested relevant units to inspect the activities of the Vietnam-Russia Cultural Training Center, Facility 2, located at No. 33, Lane 82, Chua Lang Street, Lang Thuong Ward, Dong Da District.
At the time of inspection, the Center presented the Business Registration Certificate issued by the Business Registration Office - Hanoi Department of Planning and Investment on April 9, 2018; Business Location Registration Certificate issued by the Business Registration Office - Hanoi Department of Planning and Investment on July 28, 2022.
At the same time, the Center has posted at the facility the location, form, and time of organizing extra teaching and learning. The Center has records of 29 teachers currently teaching here and applications from students of all grades at the secondary level. At the time of the inspection, there were no students taking extra classes.
The center still has some violations or has not been able to present some documents such as: not posting at the tutoring facility the subjects that are organized for tutoring, the duration of tutoring for each subject by grade level, the list of tutors, and the tuition fees before enrolling students for tutoring and learning classes.
In the records of teachers teaching at the center, there are 4 missing labor contracts. The labor contracts signed by the center with teachers do not fully show the contents such as job position, working time, lack of periodic health check-up certificates; records related to the collection and payment of monthly fees of the center have not been presented. Fire prevention work still exists, fire prevention plan records according to regulations have not been presented...
The Dong Da District Department of Education and Training also inspected the registration of teachers at Lang Thuong Secondary School to teach extra classes outside of school. The inspection showed that the teachers reported to the Principal about their request to teach extra classes outside of school; they signed a commitment to implement Circular No. 29/2024 not to teach their regular students. According to the school's report on April 23, 2025, the teachers fully performed the professional tasks assigned by the school and registered to teach extra classes outside of regular teaching hours.
The inspection team has made a record of the Center's shortcomings and violations according to regulations and temporarily suspended the Center's operations from 12:00 on April 23, 2025. At the same time, the Center is required to notify parents of students and fulfill financial obligations to parents and teachers when stopping studying to ensure the rights of students and those who sign contracts to participate in teaching.
The inspection team requested Lang Thuong ward to monitor the implementation of the request to stop the Center's operations. It requested the Department of Education and Training of Dong Da district to continue working with Lang Thuong Secondary School and other schools in the district to strengthen strict implementation of the provisions of Circular No. 29/2024.
A representative of the Vietnam-Russia Cultural Training Center, Facility 2, said that the facility will be operating from 2023 and currently has about 20 classes.
Meanwhile, students said they come here to study Math, Literature, English and Natural Sciences for about 2 million VND/month/student.
The tuition fee here depends on the number of students/class: Classes with 25 students or more cost about 80,000 VND/session (90 minutes); classes with 15-20 students cost about 120,000 VND/session; classes with 6-10 students cost about 200,000 VND/session.
Teachers who teach at the center also directly teach students in class, but alternate between them.
Due to the large number of students, the Center rented another location on Chua Lang Street as its second facility. Although it is called the second facility, it is actually a resident's house with additional tables and chairs for teaching purposes. According to information from ward officials, this rented location has not been granted an operating license. The Center has promoted the rental of a new location also in Lane 82 Lang Thuong and will be operational this May.
