Hanoi proposes plan to develop a synchronous and modern urban railway system

Director of Hanoi Department of Transport Nguyen Phi Thuong proposed "1 plan, 3 investment phases" to develop a synchronous and modern urban railway system to meet the public transport needs of the capital.

On July 1, at the 17th Session of the 16th Hanoi People's Council, Director of the Hanoi Department of Transport Nguyen Phi Thuong presented the Hanoi People's Committee's Proposal on the overall project for investment in the construction of the capital's urban railway system.

The 17th session of the Hanoi People's Council will review 17 reports and pass 22 Resolutions.

Accordingly, the Project is based on a unified perception of the role of urban railways, which is the "backbone" of the transport infrastructure system of Hanoi City. Developing the urban railway system is an objective necessity, an important driving force for the strategy of rapid and sustainable socio-economic development of Hanoi City in the coming time. Developing urban railways is linked with urban development, environmental protection, promoting industrialization and modernization, creating a driving force for the development of the capital region.

The goal is to develop a synchronous and modern urban railway system to meet the public transport needs of Hanoi, contributing to restructuring the capital's transport modes in a sustainable, harmonious and reasonable direction; striving for the public passenger transport rate to reach 50-55% in 2035, and 65-70% after 2035.

The Director of the Department of Transport said that to achieve that goal, Hanoi proposed "1 plan, 3 investment phases". The specific roadmap is as follows: Phase 2024-2030 completes construction of 96.8 km (including lines 2, 3, 5), about 24% of the total length of urban railway lines according to the Hanoi Capital Transport Planning approved in Decision 519/QD-TTg).

Carry out investment preparation work for 301 km (including routes 1, 2A extending to Xuan Mai, 4,6,7,8; routes connecting satellite cities).

Preliminary capital requirement is about 14.602 billion USD. Phase 2031-2035 completes investment and construction of 301 km. Preliminary capital requirement is about 22.572 billion USD.

Phase 2036-2045: Complete investment in 200.7 km of urban railway lines/sections adjusted and supplemented according to the approved Capital Planning and adjusted Capital Master Planning. Capital requirement is approximately 18.252 billion USD.

Based on the review of public investment capital sources including budget capital, bond loans, ODA loans and other mobilized capital sources according to current regulations, Hanoi expects that by 2035, Hanoi will balance about 28.560 billion USD.

By 2045, about 29.210 billion USD can be balanced, enough to meet the needs of this period. Thus, from now to 2035, Hanoi needs about 8.614 billion USD from the Central Government.

Along with capital allocation, the Hanoi People's Committee also proposed to apply a number of special, outstanding and breakthrough mechanisms and policies.

The proposal sets a target of striving for the rate of public passenger transport to reach 50-55% in 2035, and 65-70% after 2035.

The submission of the Hanoi People's Committee also proposed 23 groups of necessary mechanisms and policies for implementation, in which, regarding planning, the Hanoi People's Committee proposed to adjust the usage functions for land plots in the TOD area to exploit land funds and exploit added value from land in TOD areas, develop urban railway lines, and develop urban areas in the TOD area.

In the TOD area, Hanoi City decides on architectural planning criteria, technical infrastructure, space requirements...

Based on the Capital Planning and the Capital Master Plan, the Hanoi People's Committee is allowed to develop a plan for the route and location of the urban railway project; and a 1/2000 scale TOD area plan to manage and reserve land for urban railway and urban development in the TOD area. The content, order, procedures for developing, appraising, and approving the plan for the route and location of the urban railway project and the TOD area are decided by the Hanoi People's Committee.

Regarding land acquisition, compensation, support, and resettlement, the Proposal requests that the Hanoi People's Committee decide on the content, order, and procedures for implementing independent land acquisition, compensation, support, and resettlement projects. In particular, the content of the project's pre-feasibility study report needs to be regulated in accordance with the nature and characteristics of the project. The implementation order is allowed to be shortened to shorten the time for project appraisal and approval.

At the same time, the Hanoi People's Committee is allowed to organize the implementation of land clearance in 2 phases. Phase 1, based on the preliminary design of urban railway lines approved by competent authorities, the investor organizes the preparation, appraisal and approval of the design documents for land acquisition of depot areas, routes and urban railway stations.

Phase 2, based on the basic design or FEED design approved by the competent authority, the Investor organizes the preparation, appraisal and approval of the land recovery pile design documents for the remaining land area that needs to be recovered.

Allow the Hanoi People's Committee to decide on specific policies on compensation, support, resettlement, and temporary residence for people affected by urban railway projects in the capital.

The 17th session of the Hanoi People's Council is a regular mid-year meeting in 2024 to review the socio-economic development situation, national defense and security, budget revenue and expenditure in the first 6 months of the year, tasks and solutions for the last months of the year and many important contents under its authority.
According to the approved agenda, the 17th session of the Hanoi People's Council will consider 17 reports and pass 22 Resolutions. This is a session with a large volume of work and many important contents.
