Hanoi proposes 3 phases to deploy smart traffic system

The Hanoi People's Committee has just submitted to the City People's Council a proposal to issue a Resolution approving the "Smart Traffic Project in the city".


It is expected that the above project will be considered and approved by the Hanoi City People's Council at a thematic session held on November 19, 2024.

According to the Hanoi People's Committee, the implementation of the Project will help form the city's smart traffic system in stages; at the same time, it is an important tool for traffic management and operation.

Hanoi Smart Traffic Control Center is gradually becoming effective.

The Hanoi People's Committee said that the general architectural framework of the intelligent transport system includes a physical architectural framework and an information architectural framework. In which, the physical architectural framework has 4 main components, including: ITS users (citizens, businesses, management agencies), vehicles integrated with smart devices, intelligent transport infrastructure and the city's traffic control and monitoring center.

The information architecture framework consists of 5 layers, including: Equipment and connection infrastructure, digital data, digital platform, ITS applications and communication channels between the ITS system and users.

The ITS system will have 12 functions, including: traffic monitoring, providing traffic information, traffic control, supporting the handling of traffic violations, public traffic management, parking management, incident management, traffic infrastructure management, etc.

The project is expected to be implemented in 3 phases. In phase 1 (2025-2027), the City Traffic Management and Operation Center will be established and put into operation. The center has a smart traffic management and operation department with the first phase operating 9/12 functions such as traffic monitoring and providing traffic information.

Regarding funding, in phase 1, the city proposed 2 options. Option 1 would be to lease all services at a cost of 392.9 billion VND/3 years. Option 2 would be to invest in hardware infrastructure combined with leasing the entire system of software and system operation and maintenance services, with an estimated cost of 402.8 billion VND/3 years.

In phase 2 (2028-2030), the scope and operating area of ​​the 9 functions formed in phase 1 will be expanded. At the same time, 12/12 functions as required by the intelligent transport system will be completed and put into operation. All activities related to the management and operation of the City's traffic will be integrated at the center.

Phase 2 will also have two funding options. Option 1 will invest in hardware infrastructure (invest in the entire infrastructure and peripheral equipment system) combined with renting the entire system of software and system operation and maintenance services with a cost of 1,195.5 billion VND/3 years. Option 2 is to rent the entire system (infrastructure, hardware, software, operation, maintenance, etc.) with a cost of 1,198.3 billion VND/3 years.

Phase 3 (after 2030) will improve the efficiency of the city's smart traffic system; synchronously combine with the development of traffic infrastructure, creating smart mobility in the city, making Hanoi a city with an advanced traffic management and operation system on par with the region.

Regarding funding, option 1 will invest in hardware infrastructure combined with renting the entire system of software and system operation and maintenance services with a total cost of 2,464.2 billion VND/3 years. Option 2 is to rent the entire system (infrastructure, hardware, software, operation, maintenance...): 2,480.3 billion VND/3 years.

Regarding investment resources, the Hanoi People's Committee proposed that phase 1 be implemented in the form of IT service leasing. In the next phases, when the system is familiar and the technology is stable, it is proposed to combine hardware infrastructure investment with software system leasing and system warranty and maintenance services.
