Implementation solution

1. Departments, branches, sectors, People's Committees of districts, towns and cities shall proactively implement regular tasks according to their assigned fields and areas, and at the same time seriously and effectively implement Action Program No. 04/Ctr-UBND dated February 14, 2025 of the City People's Committee; Directive No. 04/CT-UBND dated March 28, 2025 of the Chairman of the City People's Committee.

2. Focus on, resolutely, and innovate the direction and management work in the direction of being close to the grassroots, closely following reality, especially for issues arising in the economic sector and having sensitive responses to mechanisms and policies to be more flexible, timely, focused, and key to ensure good handling of short-term tasks and situations and development in the medium and long term; closely coordinate with central agencies and units and between agencies under the City in implementing work; be more determined and resolute in implementing tasks; promote the responsibility of heads of agencies and units in handling work.

3. Focus on synchronously and effectively implementing tasks and solutions on planning, investment, finance, currency, and credit; developing economic sectors and fields: industry, trade, electricity, tourism, agriculture, etc.; perfecting policies and mechanisms in the economic sector is an important driving force to promote economic growth.

The City People's Committee assigns the Heads of departments, branches, sectors, Chairmen of District, Town People's Committees to focus on directing, operating resolutely, flexibly, and effectively the assigned tasks, strengthen inspection, supervision, and take full responsibility before the City People's Committee for the implementation of the Plan according to assigned functions and tasks. Conduct progress reviews, evaluate the situation, and implementation results integrated into the report on the implementation of the socio-economic development plan and Action Program No. 04/CTr-UBND dated February 14, 2025 of the City People's Committee to implement tasks, solutions for socio-economic development and state budget estimates and environmental improvement in 2025.

The City People's Committee requires clearly defining tasks and solutions; clearly assigning collectives and individuals responsible for directing, monitoring, inspecting, urging, and implementing on the principle of "clear people, clear responsibilities, clear progress, clear effectiveness"; clearly defining the implementation roadmap and completion time, specific reporting regime, and at the same time checking and urging the implementation, promptly drawing experience, adjusting and supplementing. The results of implementing the targets, tasks, and solutions to promote the development of the economic sector are the basis, one of the criteria for determining the level of work completion serving the work of evaluating and classifying cadres, civil servants, public employees, and workers monthly and annually of agencies, units, and localities.
