Hanoi: Voters support the policy of merging and streamlining the Central apparatus

At the recent meeting of National Assembly deputies of Hanoi, voters of Son Tay town and Phuc Tho, Ba Vi and Dan Phuong districts expressed their agreement and strong support for the policy of merging and streamlining the Central apparatus. At the same time, they wished to participate in contributing opinions and proposing solutions so that the merger process would take place smoothly, effectively and in accordance with the reality of each region and locality.

At the meeting, on behalf of the City's National Assembly Delegation, delegate Tran Thi Nhi Ha informed voters of the main contents expected for the 9th Session of the 15th National Assembly; delegate Tran Viet Anh presented a summary of responses to voters' petitions under the jurisdiction of the National Assembly, the Government, central ministries and branches, and the jurisdiction of the Hanoi People's Committee.

Speaking at the conference, local voters expressed their agreement with the information provided by the delegates and made many recommendations to the city's National Assembly delegates. In particular, voters from Dan Phuong district said: Tan Tay Do urban area (Tan Lap commune, Dan Phuong district) has been invested in infrastructure such as electricity, water, roads, community cultural houses, etc.; households here have been using the land stably and have built solid houses for living and production and business. However, households here have not been able to register for permanent residence because this land is service land, leading to an unstable life. Specifically, 160 households have submitted applications to change the land use purpose from non-agricultural production land (service land) to residential land but have not been resolved. Voters recommend that the City Delegation of National Assembly Deputies pay attention and consult with the city's functional agencies to promptly consider and resolve this aspiration of the people so that residents can feel secure and stabilize their lives.

Many voters in Phuc Tho district said that voters and people completely agree with and support the policy of merging and streamlining the Central Government's apparatus and wish to be fully and promptly informed about the policy, plan, roadmap, criteria for merging, as well as issues related to personnel work. Voters also expressed their desire to participate in contributing opinions and proposing solutions so that the merging process can take place smoothly, effectively and in accordance with the reality of each region and locality.

Voters expect that the staff working in wards and communes will have their capacity assessed fairly and objectively and will be guaranteed legitimate rights in terms of salary, bonuses, allowances and insurance regimes according to State regulations; at the same time, they will be given priority in arranging jobs suitable to their capacity, experience and strengths after the merger.

Voters proposed that the plan for merging commune-level administrative units must be detailed and scientific, with a specific and clear roadmap; clearly defining the functions and tasks of each department, job positions, and arranging working offices in accordance with the actual situation of each locality, ensuring that after the merger, the apparatus can immediately operate effectively.

Speaking at the conference, Deputy Head of the City National Assembly Delegation Pham Thi Thanh Mai respectfully thanked the enthusiastic and responsible contributions of voters of constituency No. 7, and informed voters about the socio-economic development, national security and defense of the city as well as the whole country in the first quarter of 2025.

Accordingly, the national economic growth in the first quarter of 2025 reached 6.93%, the highest growth rate in the first quarters of the 2020-2025 period. Although Hanoi has not reached the expected level, the city's economic growth in the first quarter of 2025 was still positive at 7.35%. The city's state budget revenue in the first quarter was VND 250,100 billion, reaching 49.5% of the annual ordinance estimate and increasing by 69.3% over the same period in 2024.

On behalf of the City National Assembly Delegation, Deputy Head of the Delegation Pham Thi Thanh Mai received all opinions expressed by voters to synthesize and resolve them in accordance with regulations. Regarding the opinions of voters in Dan Phuong district, Ms. Pham Thi Thanh Mai requested the District People's Committee to have a written report as a basis for reporting this issue at the working session between the City National Assembly Delegation and the Standing Committee of the People's Council - People's Committee - Vietnam Fatherland Front Committee of the city before the 9th Session of the 15th National Assembly and send a document requesting the City People's Committee to respond.
