Hanoi finalizes the number of civil servants receiving budget salaries at public service units

On December 10, the 20th session of the Hanoi People's Council passed a Resolution on the staffing plan and labor contract targets for the city government sector in 2025.

According to Director of Hanoi Department of Home Affairs Tran Dinh Canh, the purpose of reviewing and evaluating the current status of staff use of the unit is to detect existing problems and limitations in order to develop a staff allocation plan for 2025 at agencies and units to ensure that it is basically suitable for the job position, volume, complexity, and specific nature of the work.

According to the resolution, the Hanoi People's Council approved the total number of civil servants and professional and technical contracts in specialized agencies and other administrative organizations as prescribed in the Capital Law 2025, as follows: Administrative civil servant payroll at district level and above is 7,940 (of which the allocated payroll is 7,864; the reserve payroll is 76).

The resolution also includes the number of ward cadres and civil servants; commune and town cadres and civil servants; the number of part-time workers at the commune level in 2025, as follows: 1,056 ward cadres; 2,625 ward civil servants; 8,632 commune and town cadres and civil servants. The number of part-time workers at the commune level is 8,065.

The Hanoi People's Council also approved the total number of civil servants receiving State budget salaries at public service units in 2025 as 117,555 (of which, the allocated number is 117,275; the reserve number is 280).

Allocation of 22,838 labor contract targets in administrative agencies and public service units of Hanoi City in 2025 as follows: Contracts for performing support and service work according to Decree 111/2022/ND-CP are 11,918 targets (of which, the administrative agency block has 1,440 targets; the public service unit block of the City has 10,478 targets).

Contracts for performing professional and technical work at public service units in the group 4 fields of health and education according to Decree 111/2022/ND-CP are 2,807 targets. Contracts for working as caregivers at kindergartens are 8,113 targets.

In the process of advising the City People's Committee to draft the resolution, the Department of Home Affairs has advised the City People's Committee, agencies and units with orientations for arranging positions and apparatus will not assign additional staff and will remain the same. Along with the process of arranging the organization and apparatus, streamlining the specific staff later when implemented, based on the position and work of the new agencies and units, the People's Committee will submit to the City People's Council the contents of adjustment and supplementation.
