The plan aims to raise awareness of responsibility in the management and use of offices and public service facilities under the city's management, contributing to practicing thrift, fighting waste, and creating financial resources to serve the important and essential spending tasks of the capital. Thereby, promptly correcting and handling agencies, organizations, and units that use offices and public service facilities ineffectively, for improper purposes, or leave them empty or unused; thoroughly overcoming the situation of houses and land not being monitored and managed.

Accordingly, the city will review all working offices and public service facilities within its scope of management and the implementation status of the plan to rearrange and handle houses and land approved by competent authorities.

For houses and land that are subject to recovery: Recover to handle land and assets attached to land according to regulations of the law on land; do not rearrange and handle according to regulations of the law on management and use of public assets; avoid the situation of pushing and avoiding responsibility leading to slow handling of public houses and land, causing waste and loss.

For offices and public service establishments that have received a decision on handling from a competent authority: Organize the handling or receive it to establish, approve and organize the implementation of the asset handling plan within the prescribed time limit. In case the handling has not been completed, the agency, organization or unit assigned to receive and handle it is responsible for reviewing and clearly identifying the cause to promptly report to the superior management agency and report to the competent authority for consideration and handling in accordance with relevant legal regulations.

For offices and public service establishments that have not yet received a decision on handling from competent authorities: Urgently review, departments, branches, organizations, units, and People's Committees at all levels direct the development of a handling plan for offices and public service establishments, focusing on cases of surplus unused, ineffective use, and improper use to report to competent authorities to issue a handling decision according to regulations, with a maximum period of 1 month.

In case the reporting to the competent authority to issue a decision on handling has not been completed, the agency, organization or unit directly managing and using the house and land is responsible for reviewing and clearly identifying the cause to promptly report to the superior management agency and report to the competent authority for consideration and handling in accordance with relevant legal regulations.

The Hanoi People's Committee also directed regular inspection and review of offices, public facilities and other public assets. Timely handle the responsibilities of groups and individuals who do not exercise or do not fully exercise their powers and responsibilities in handling houses and lands that are not used, used ineffectively, or used for the wrong purposes.

To do this well, directors, heads of departments, branches, organizations, units; chairmen of People's Committees at all levels develop, promulgate a Plan for handling and organizing the handling of public assets such as houses and land (offices, public service facilities) that are not used or used ineffectively or used for the wrong purposes within the scope of management, specifically determining the implementation progress of each stage and specific responsibilities of relevant agencies, organizations, units, localities and individuals.

“Departments, branches, sectors, organizations, units, and People's Committees at all levels are fully responsible to the City People's Committee for the information and data reported and in cases where they fail to promptly handle or report to competent authorities to handle the situation of public assets such as working offices and public service establishments under their management that are not used, used ineffectively, or used for improper purposes,” the plan clearly states.
