Hanoi cuts off electricity and water to 55 households to clear land for 'most expensive road on the planet'

On the afternoon of March 26, the leader of the People's Committee of Ba Dinh District (Hanoi) said that the district has directed the People's Committees of Ngoc Khanh, Thanh Cong, and Giang Vo wards to coordinate with the investor of the Ring Road 1 project, Hoang Cau - Voi Phuc section, to stop providing electricity and water services to households subject to site clearance but not yet handed over according to regulations.

According to the leader of the People's Committee of Ba Dinh District, the suspension of electricity and water services will be implemented in areas with sufficient conditions. Currently, some households have agreed to hand over their land after the working group directly mobilized, propagandized, and persuaded them.

In Ngoc Khanh, Thanh Cong, and Giang Vo wards, although the deadline has passed, some households have not yet handed over the land to implement the investment project to build the Ring Road 1 section Hoang Cau - Voi Phuc in the area.

Road with construction funding — The route with the most "huge" construction budget in Hanoi is Hoang Cau - Voi Phuc, with an investment of more than 7,200 billion VND.

According to the People's Committee of Ngoc Khanh Ward, implementing the direction of the Chairman of the People's Committee of Ba Dinh District, on March 25, the People's Committee, police of the wards and the political system of residential areas, residential groups, representatives of Ba Dinh Electricity Company, Clean Water Business Enterprise of Ba Dinh and Dong Da districts directly went to the site of land clearance to mobilize and propagate. However, they did not meet the land users at the site of land clearance.

Ngoc Khanh Ward People's Committee has sent a notice to households about stopping the supply of electricity and water services; focusing on stopping the electricity and water services of households that have received compensation and resettlement housing support but have not yet handed over the site; some households agree that the time to hand over the site will be extended.

To ensure the progress of the project, after reviewing 37 households, the working group of Ngoc Khanh Ward People's Committee will coordinate with Ba Dinh Electricity Company, Ba Dinh and Dong Da District Clean Water Business Enterprise to stop providing electricity and water services from March 27 for 24 households whose houses and land are subject to site clearance.

In Thanh Cong ward, 31 households were also asked to stop providing electricity and water services to serve the land acquisition work for project implementation.

After stopping the supply of electricity and water services, if it is discovered that electricity and water are being used from houses and other constructions, the users and the people who provide the services will be handled.

The Ring Road 1 project, Hoang Cau - Voi Phuc section, has its starting point at O Cho Dua intersection (Dong Da district) and its ending point at Voi Phuc intersection (Ba Dinh district), with a total length of more than 2.2km, intersecting with many routes such as Cat Linh - La Thanh - Lang Ha - Giang Vo - Nguyen Chi Thanh.

The route was approved by the Government in late 2017, with a total investment of more than VND7,800 billion for the 2.2km section. This is known as the "most expensive route on the planet" due to the large cost of site clearance.
