On the morning of July 1st, the Hanoi City People's Council, 16th term, 2021-2026, held its 17th session (the regular mid-year session of 2024) to address important matters within its authority.
In his opening remarks at the session, Mr. Nguyen Ngoc Tuan, Chairman of the Hanoi People's Council, stated that the 17th session of the Hanoi People's Council is taking place immediately after the successful conclusion of the 7th session of the 15th National Assembly , with many important and meaningful contents for the city.
This involved providing input to finalize the Capital City Planning for the period 2021-2030, with a vision to 2050, and to comprehensively adjust the General Planning for the Construction of the Capital City until 2045, with a vision to 2065. Notably, the National Assembly voted to approve the amended Law on the Capital City with a very high percentage of consensus (95.06% approval).
"These are very important legal bases for promptly institutionalizing development viewpoints and orientations, creating breakthrough mechanisms, mobilizing maximum resources, effectively exploiting potentials and strengths, and enabling the capital city to continue its rapid and sustainable development," Mr. Tuan emphasized.

The Chairman of the City People's Council stated that, according to the approved agenda, the City will consider 17 reports and pass 22 resolutions at this session. These include many important issues such as: updating and adjusting the public investment plan; the overall plan for building the urban railway system; and the plan to improve capacity and ensure safety in fire prevention, firefighting, and rescue operations…
This session has a large workload and many important issues. The City People's Council will review and assess the implementation of socio- economic development, national security and defense, and budget revenue and expenditure for the first six months of the year, as well as key tasks for the remaining months of 2024.
According to the Chairman of the Hanoi People's Council, in addition to the achievements, the People's Council's oversight and the Standing Committee's monitoring have revealed that there are still some difficulties, challenges, shortcomings, and limitations in the development process.
Also at the session, the Standing Committee of the Hanoi City People's Council plans to address two groups of issues: questioning regarding the implementation of discipline, order, and responsibility in the performance of official duties at state agencies in Hanoi; and questioning regarding vocational training and job creation in the city.
These are important and practical issues that the City is focusing on, as reflected in the opinions and suggestions of voters, and through the monitoring and proposals of the City People's Council Committees, the People's Council Delegation Groups, and individual City People's Council representatives.
Overview of the session.
In her directive speech at the session, Ms. Nguyen Thi Thanh, Vice Chairwoman of the National Assembly, requested the Hanoi People's Council to continue to fully understand, synchronously and effectively implement the resolutions issued by the Central Government, the National Assembly, the Government and Hanoi, to accelerate economic growth and achieve the development goals for 2024.
Regarding the amended Law on the Capital City, the Vice Chairman of the National Assembly noted that this law, with its specific mechanisms and policies, will enable Hanoi to achieve breakthrough development, creating momentum to lead the entire region and the country. It demonstrates strong decentralization of power to the Hanoi City government, but also places greater responsibility on the city government in the synchronized implementation of tasks related to building, protecting, and developing the capital city, meeting the requirements of the Party, the State, and the aspirations of the people.
Deputy Speaker of the National Assembly Nguyen Thi Thanh delivered a speech at the session.
Ms. Thanh suggested that Hanoi seize this opportunity, act decisively, strongly promote its role, and mobilize combined strength to maximize the effectiveness of special mechanisms in order to promptly resolve obstacles and promote and develop existing advantages.
"We need to proactively research, review, and develop plans for organizing and implementing the law, clearly defining the roadmap and assigning responsibilities to relevant agencies and units so that the Capital City Law can be put into practice and achieve practical results as soon as it comes into effect," Ms. Thanh said.
In the first six months of 2024, socio-economic development continued, with many indicators achieving high results, such as: GRDP in the first six months estimated to increase by 6%; State budget revenue estimated at VND 252,054 billion, equivalent to 61.7% of the projected figure, an increase of 12.5% compared to the same period last year, of which domestic revenue reached VND 237,747 billion, accounting for approximately 94.3% of total State budget revenue. This is a relatively high increase in the context of many difficulties and challenges.
In the first six months of the year, the number of tourists visiting Hanoi increased by 13.7%, including 3.14 million international visitors, a 52.6% increase compared to the same period last year. Foreign direct investment (FDI) attracted over US$1.1 billion, a 52% increase compared to the same period in 2023. Urban planning, management, renovation, and development were accelerated and yielded many positive results. Economic development and the construction of new rural areas continued to be promoted; to date, all 18/18 districts and towns and 382/382 communes have met the standards for new rural areas .
