The Hanoi People's Committee has committed to completing many projects that are behind schedule (which have been extended many times) in 2025, including the Ring Road 1 project, Hoang Cau - Voi Phuc section, and the Southern Axis Road Project (former Ha Tay province).

The Hanoi People's Committee has committed to completing many projects that are behind schedule (which have been extended many times) in 2025, including the Ring Road 1 project, Hoang Cau - Voi Phuc section, and the Southern Axis Road Project (former Ha Tay province).

Since the beginning of the 2021-2026 term, the City People's Council has organized 7 question-and-answer sessions on groups of issues such as: slow-moving projects, public asset management, administrative reform, decentralization, delegation, digital transformation, discipline, public service discipline, environmental fields, wastewater and waste treatment, traffic, urban areas and many other important contents. These are all important and urgent issues that the public and voters are interested in.

At the 20th Session of the Hanoi People's Council, term XVI, delegate Nguyen Bich Thuy (Cau Giay District Group) raised a question about the progress of the Southern Axis Road Project of the former Ha Tay Province - an important project serving the travel needs of the people and promoting the socio-economic development of the Southern region. However, this project has been behind schedule for many years.

The delegate reiterated that voters and the People have repeatedly made recommendations, and the project has been questioned and re-questioned by the City People's Council at meetings in 2022. The City People's Committee leaders also committed to directing the acceleration of progress, completing investment procedures in the first quarter of 2023, and assigning the Chairmen of the District People's Committees to promote site clearance for implementation, aiming to complete the project before 2025.

The delegates also requested the Director of the Department of Transport to provide information on the implementation status, problems, solutions and related progress, and at the same time requested the City People's Committee to update the status of land permits and project implementation in the coming time.

Responding to the delegate's question, Director of the Department of Transport Nguyen Phi Thuong said that the City People's Committee has directed that the project must be completed in 2025. Currently, the project has completed and exploited 18.5 km, with 23 km still under implementation, of which 14 km is in Ung Hoa district and 9 km is in Phu Xuyen district.

However, there are still 3 km of Ung Hoa district that have not yet received a land use permit, related to the resettlement of 23 households. Ung Hoa district committed to completing the land use permit by the second quarter of 2025 at the latest. The major problem of the project is the approval and adjustment because this is a transitional project from the BT (build-transfer) form of the previous Ha Tay Provincial People's Committee. After the PPP Law took effect, the project was piloted under the new form. The National Assembly has just passed a regulation amending the law, helping to remove legal difficulties for the project to continue to be implemented.

Speaking more about this project, Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that currently, with the site already available, the investor is continuing construction. The City People's Committee is guiding the investor to carry out transitional procedures.

In addition, Phu Xuyen and Ung Hoa districts have made efforts to implement the project after a long period of stagnation and committed to completing it in the first quarter of 2025. With the land permit granted, the investor is continuing construction, especially the construction of bridges on the route. Mr. Tuan affirmed that the relevant parties are committed to completing the entire project by 2025.

At the meeting, Chairman of the City People's Council Nguyen Ngoc Tuan suggested that it is necessary to maintain discipline, regularly check and urge the implementation progress. Units that implement seriously and effectively should be recognized; units that have not achieved results should be criticized and experience should be drawn; in cases of procrastination or intentional non-serious implementation, there should be strict disciplinary action.

In addition, promptly review and direct the removal of obstacles and difficulties, promote implementation progress to soon complete and have specific results and products.
