Units must have sufficient reserves of medicines, blood, infusion fluids and necessary equipment and facilities for emergency care and medical examination and treatment. Ensure that all emergency patients are examined and treated promptly, without being refused or delayed.

In case of going to another medical facility or department, the patient must be given initial emergency treatment and fully explained to the patient and their family before being transferred to another medical facility.

Hospitals and medical facilities at higher levels are ready to provide professional and technical support to lower levels, and to provide consultation and professional support when necessary.
