After 2 years of implementing Resolution No. 10-NQ/TU dated September 26, 2022 of the Provincial Party Committee on strengthening the Party's leadership in resource management, environmental protection, natural disaster prevention and mitigation, climate change response, and ensuring water security (abbreviated as Resolution No. 10-NQ/TU), the natural resources and environment sector of Ha Long City has achieved many important results. The achievements in the field of natural resources and environment have contributed to promoting investment attraction, economic development, and enhancing the image of a green - clean - beautiful Heritage city.

One of the difficult targets in Resolution No. 10-NQ/TU that Ha Long City must implement is that by 2025, 98% of urban households and 80% of rural households will have access to clean water according to standards. At the time of the Resolution's issuance, the number of rural households in the city using clean water was only about 41%, the lowest in the province. Meanwhile, the city's area is large and sprawling, with people living scattered, leading to large investment costs and many people still have the habit of using river and stream water for daily activities.
To ensure the completion of the target of the number of rural households using clean water that meets current standards (reaching 80%), the city has calculated, balanced resources and organized surveys to each village and hamlet on the needs of the people. Through detailed surveys and plans, in early 2024, the City People's Committee directed the development of a rural clean water project to submit to departments, branches and sectors for comments. On that basis, the city completed and approved the project and was allocated capital by the City People's Council. In early September, Ha Long City officially started construction of a clean water supply system for the communes of Son Duong, Dong Lam, Vu Oai and Hoa Binh. With a pipeline length of up to 120km, the project will provide domestic water to more than 2,000 households with water supply from Dong Ho, Hoanh Bo and Duong Huy factories. This is also one of 8 projects selected by the city to celebrate the City Party Congress for the 2025-2030 term.
According to the plan, the project will be completed in the second quarter of 2025, however, the City's Project Management Board will mobilize all resources to complete the project as soon as possible. In the remaining communes of Dan Chu, Tan Dan, Bang Ca, Dong Son, Ky Thuong, the City's Project Management Board is currently continuing to complete investment procedures to deploy 3 clean water supply systems with a pipeline length of over 100km (expected in October 2024) and strives to complete it in the second quarter of 2025. After completing the investment and putting into use the above projects, the number of rural households using clean water in the city will increase by 4,515 households, bringing the total number of households using clean water to 10,000 households (reaching 87.6%). This means that the city will ensure to exceed the target set by the Resolution.
Regarding the target of wastewater collection and treatment rate in concentrated urban areas, the Resolution requires reaching 65%, which is also a big challenge for the city when it only reached over 40% in 2022. Over the past 2 years, the City People's Committee has directed specialized departments and investors to review and determine the actual operating capacity of factories and centralized wastewater treatment stations. At the same time, proactively report to the Provincial People's Committee to allow adjusting the scope of domestic wastewater collection to centralized wastewater treatment stations that have not reached the licensed capacity. At the same time, review technical infrastructure projects of residential areas that have been put into operation, licensed to treat centralized domestic wastewater but have not promptly updated information on the actual volume of treated wastewater such as: Technical infrastructure project of Ngan Bang hill residential urban area; Investment project to build Ha Long Monaco hotel, luxury villas and entertainment area in Bai Chay ward; Alacarte Ha Long - Hung Thang apartment project; High-rise apartment building project, Shophouse Vung Dang combined housing and business. According to the city's calculations, in 2025, after adjusting the collection scope and reviewing infrastructure projects, the rate of wastewater collection and treatment in the city's concentrated urban areas will be ensured to reach about 65%, the total volume of wastewater treated will reach over 27,000m3/day and night (meeting the Resolution target).
In the remaining targets, the city also proposed many flexible solutions to complete in accordance with the direction of the Resolution. Currently, the rate of collection and treatment of solid waste in urban areas and communes with tourism and service activities that meet standards and regulations is over 99.3% (the Resolution sets a target of 99%). The city has also classified solid waste at source, reused, recycled, recovered energy and limited landfilling; 100% of newly licensed projects investing in urban infrastructure construction planning, economic development projects around Cua Luc Bay and Ha Long Bay must have a wastewater collection and treatment system; the rate of industrial parks and industrial clusters in operation with centralized wastewater treatment systems that meet environmental discharge standards is 100%.
The positive results after 2 years of implementing the Resolution show that environmental protection work always holds a central position in the city's socio-economic development policies and decisions. This will also be a fundamental factor contributing to the formation of basic conditions for a green economy, a circular economy, and building Ha Long into a model, civilized, modern, and humane city.
