The above winning bid price shows that the State Bank decided to lower the reference price at the last minute to increase the bidding members' chances of winning the bid.

In the bidding announcement issued yesterday, the reference price for calculating the deposit price is 88.9 million VND/tael. Bidders are only allowed to bid at a price equal to or higher than the reference price.
