Lowering the ground level of the Phuoc Binh mine to obtain soil for the Bien Hoa expressway.

Deputy Prime Minister Tran Hong Ha requested that local authorities expedite procedures to secure land for the Bien Hoa - Vung Tau expressway project.

On the morning of February 13th, Deputy Prime Minister Tran Hong Ha, along with a delegation from the Government and various ministries and agencies, conducted a field inspection at the interchange of component project 2 of the Bien Hoa - Vung Tau expressway and the T1 road connecting to Long Thanh airport.

The Deputy Prime Minister inspected the Bien Hoa - Vung Tau expressway project regarding construction materials.

Here, the delegation listened to the investor and contractor report on the difficulties and obstacles regarding construction materials on the Bien Hoa - Vung Tau expressway.

Reporting to the working group, Mr. Pham Van Minh, Director of Project Management Board 85 ( Ministry of Transport ), stated that to date, the output of component project 2 of the Bien Hoa - Vung Tau expressway has only reached 26%.

According to Mr. Minh, the biggest difficulty currently on the route is the supply of fill soil, with a shortage of 3 million cubic meters. The construction units are striving to complete this filling by the end of May, but there is no soil available.

The current shortage of fill material in component project 2 is over 3 million cubic meters.

"Currently, we are making a peak effort to fill 30,000 cubic meters of soil per day to complete the embankment construction by the end of the dry season. In reality, only about 1.3 million cubic meters of soil have been filled so far. At the current rate, the soil will run out in the next 30 days if we don't continue to address the issue," Mr. Minh said.

According to Mr. Minh, the Project Management Board has requested the Dong Nai Provincial People's Committee to approve lowering the elevation of Phuoc Binh hill to increase the exploitable reserves for the project.

"If we lower the ground level, we will have enough output to serve the project. In addition, the unit has also found another mine, Long Giao in Cam My district, which is currently undergoing procedures to apply for exploitation to serve the project," Mr. Minh added.

Representatives from the Truong Son contractor reported to Deputy Prime Minister Tran Hong Ha on the difficulties encountered during the project's construction.

A representative from the Central Vietnam Construction Group Joint Stock Company stated that, according to their research, the Phuoc Binh mine area is a hill that can be leveled to the general elevation of 25 meters, without affecting the surrounding area and providing sufficient land for the project.

Meanwhile, a representative from Truong Son Construction Corporation stated that, besides the embankment, Dong Nai currently has several locations where the land preparation is incomplete right in the bridge construction area.

According to the plan, all bridges on the route must be completed by September, so we hope the local authorities will expedite land clearance.

Regarding this matter, Mr. Vo Tan Duc, Chairman of the People's Committee of Dong Nai province, said that recently the province and relevant units have worked to resolve the issue of land for embankment for the project.

According to Mr. Duc, Dong Nai has many mines that are currently undergoing the necessary procedures, so they are making efforts to serve the projects as soon as possible.

"The local authorities have basically agreed to lower the ground level of the hill in Phuoc Binh and consider the Long Giao mine. Currently, the provincial leadership has assigned the office to expedite the process to support the construction," Mr. Duc said.

Construction on the Bien Hoa - Vung Tau expressway is accelerating during the dry season.

After hearing reports from the relevant units, Deputy Prime Minister Tran Hong Ha requested that the mine's elevation be lowered to a level that is aesthetically pleasing and consistent with the overall regional planning, without creating uneven surfaces or bumps.

"Local authorities should try to expedite procedures to provide quick support for the projects. Meanwhile, Project Management Board 85 must report in detail, specifically on material requirements. They should strive to relocate the bridge construction site and technical infrastructure by February to accelerate the project's progress," the Deputy Prime Minister requested.

The delegation presented gifts to the workers constructing the expressway and T1 road.

During the inspection visit, the Deputy Prime Minister and the delegation also presented gifts to the engineers and workers constructing the T1 road connecting Long Thanh Airport and the Bien Hoa - Vung Tau expressway.
