Prof. Dr. Vo Xuan Vinh: "To develop green, people must be the center"

Prof. Dr. Vo Xuan Vinh - Director of the Institute of Business Research, Ho Chi Minh City University of Economics (UEH) - expressed the view that to develop green, people must be the center. The above content was shared by Mr. Vinh at the carbon credit seminar organized by the School of Public Policy and Rural Development in coordination with the Vietnam Agriculture Newspaper on the morning of August 16.

According to Mr. Vinh, since 2021, Vietnam has made a strong commitment to global climate change at COP26, while also implementing other commitments within the ASEAN region and other partners on global energy. Vietnam is also a member of the Global Energy Partnership (GEP), an initiative to promote cooperation in the field of sustainable energy and the transition to clean energy.

Regarding the green growth strategy, in 2021, the Government approved the Green Growth Strategy for the period 2021-2030, with a vision to 2050, with the goal of reducing greenhouse gas emissions per GDP, towards green and sustainable economic development. Mr. Vinh assessed that the construction and implementation of the carbon market brings many benefits and revenue to Vietnam. In particular, our country's agricultural sector has a great advantage in participating in the domestic and foreign carbon market.

In recent times, the agricultural sector has been at the forefront of selling carbon credits. In particular, 2023 was an important step forward when Vietnam successfully sold for the first time 10.3 million forest carbon credits (equivalent to 10.3 million tons of CO2) through the World Bank (WB) at a unit price of 5 USD/ton, earning 51.5 million USD (about 1,250 billion VND).

This expert hopes that Vietnam will participate more actively in the global market, aiming to sell an additional 5 million credits this year and next, bringing the total amount of carbon sold to 25 million credits. It is expected that forest carbon absorption and storage services will be one of Vietnam's advantages in the coming period.

In addition, human resource development also plays an important role in the view that "to develop green, people must be the focus", Mr. Vinh emphasized. To transform and participate in the carbon market, it is necessary to have the participation of many components as well as strategies from diplomacy, climate to technology.

On that basis, train and improve the qualifications of human resources and experts to systematically carry out the steps from measurement, reporting to appraisal.

In addition to training programs, training and research institutes should also strive to participate in international training networks on carbon credits, with the goal of sharing with the Government in implementing policies, commitments and green growth roadmaps.

Also at the seminar, Mr. Cao Tung Son, Director of the Center for Natural Resources and Environment Monitoring (Department of Natural Resources and Environment of Ho Chi Minh City), assessed that with the strong trend of transition to a green economy, the need for highly qualified human resources in the field of carbon emission reduction is increasingly urgent.

To achieve ambitious targets on emission reduction and sustainable development, the market needs experts in areas such as emission assessment and reporting, energy management, emission reduction technology, green finance...

Training human resources for low carbon emissions is an urgent and strategic task. "By investing in human resources, we not only contribute to reducing carbon emissions but also promote the transition to a green, sustainable economy," said Mr. Son.
