The conference was held to perfect the legal basis for management and use of rice-growing land according to the provisions of the 2024 Land Law and the 2018 Law on Cultivation, thereby overcoming difficulties and shortcomings in practical implementation; ensuring the legitimate rights and interests of organizations and individuals; improving the effectiveness and efficiency of State management of rice-growing land.

At the conference, representatives of the Ministry of Agriculture and Rural Development presented the draft Decree detailing regulations on rice-growing land and reported on the acceptance and explanation of the appraisal opinions of the Ministry of Justice on the draft Decree detailing regulations on rice-growing land.

Discussing at the conference, delegates analyzed and clarified the contents of regulations on support levels for rice-growing land; procedures, processes, and types of support for rice growers; regulations on appraisal of plans for using topsoil when converting the purpose of using rice-growing land; regulations on converting the structure of crops and livestock on rice-growing land; regulations on conditions for determining rice-growing areas and regions that need to be protected and restricted from conversion...

Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized: The draft Decree detailing regulations on rice-growing land has been organized to collect comments from ministries, departments, branches, localities, scientists and land experts. Based on the comments of ministries, departments, branches and localities, the Deputy Prime Minister requested the Ministry of Agriculture and Rural Development and the Government Office to absorb and revise some inconsistent contents and different opinions at the conference. Along with that, fully synthesize the comments of the delegates, ensuring the development of an easy-to-understand and clear Decree to submit to the Prime Minister for promulgation, and soon put the Decree into implementation.
