On the afternoon of June 18th, Comrade Tran Hong Ha, Member of the Central Committee of the Party and Deputy Prime Minister , chaired an online meeting with localities to gather feedback on the draft Decree detailing regulations on rice cultivation land.

Attending the meeting via video link from Thanh Hoa were Comrade Mai Xuan Liem, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, along with leaders of relevant departments and agencies, and the districts of Quang Xuong, Hoang Hoa, Thieu Hoa, Trieu Son, Nghi Son town, and Thanh Hoa city.

The conference was organized to finalize the legal framework for the management and use of rice-growing land in accordance with the Land Law of 2024 and the Crop Production Law of 2018, thereby overcoming obstacles and shortcomings in practical implementation; ensuring the legitimate rights and interests of organizations and individuals; and improving the effectiveness and efficiency of state management of rice-growing land.

At the conference, representatives from the Ministry of Agriculture and Rural Development presented the draft Decree detailing regulations on rice-growing land and reported on the acceptance and explanation of the Ministry of Justice's assessment of the draft Decree detailing regulations on rice-growing land.

During the conference, delegates analyzed and clarified regulations regarding the level of support for rice cultivation land; the procedures and types of support for rice farmers; regulations on the appraisal of topsoil use plans when converting rice cultivation land; regulations on the conversion of crop and livestock structures on rice cultivation land; and regulations on the conditions for determining areas and regions where rice cultivation needs protection or where conversion is restricted.

Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized: The draft Decree detailing regulations on rice cultivation land has been subject to consultations with ministries, agencies, localities, and land scientists and experts. Based on the opinions of ministries, agencies, and localities, the Deputy Prime Minister requested the Ministry of Agriculture and Rural Development and the Government Office to incorporate and revise some content that was not agreed upon or had differing opinions at the conference. In addition, they were instructed to fully synthesize the feedback from the delegates, ensuring that the Decree is easy to understand and clear, so that it can be submitted to the Prime Minister for promulgation and early implementation.
