Comments on the draft Propaganda Plan for Party Congresses at all levels and the 1st National Assembly Party Congress

At the meeting, Deputy Head of the Propaganda and Mass Mobilization Commission, National Assembly Party Committee Nguyen Trung Hieu said that, implementing Directive No. 45 dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party, Plan No. 14 dated March 28, 2025 of the National Assembly Party Committee on organizing Party Congresses at all levels towards the 1st National Assembly Party Congress, term 2025-2030, the National Assembly Party Committee issued a Propaganda Plan.

According to the draft Plan, the propaganda content will be implemented throughout the period before, during and after the Party Congresses at all levels, the National Assembly Party Congress and the 14th National Party Congress. In particular, propaganda about the Party Congresses at all levels and the National Assembly Party Congress will be divided into 3 phases:

Phase 2, during the National Assembly Party Congress (expected in October 2025), focuses on disseminating the meaning, importance, themes, goals, and tasks of the 1st National Assembly Party Congress, term 2025-2030; results of the congresses of affiliated Party Committees, advantages, limitations, and lessons learned in directing and successfully organizing the Party Congress...

The draft Plan for propaganda for Party congresses at all levels and the 1st National Assembly Party Congress, term 2025-2030, also outlines a number of propaganda orientations for the 14th National Party Congress.

Regarding the forms of propaganda, Deputy Head of the Propaganda and Mass Mobilization Department Nguyen Trung Hieu said that it is planned to organize propaganda on mass media; on social networks; oral propaganda; visual propaganda. The People's Representative Newspaper, the National Assembly Electronic Information Portal, and the State Audit Newspaper will open special pages, columns, and topics on Party congresses at all levels, the National Assembly Party Congress, and the 14th National Congress of the Party, etc.

At the meeting, delegates basically agreed with the contents of the draft Plan; at the same time, they requested relevant agencies to develop specific propaganda plans and projects, on that basis, the agencies will develop plans, contents, and orientations for propaganda; use rich, diverse, timely forms of propaganda, closely following the orientation, focusing on the key points...

In his concluding remarks, Deputy Head of the Propaganda and Mass Mobilization Commission, National Assembly Party Committee Nguyen Trung Hieu acknowledged and highly appreciated the contributions; the Propaganda and Mass Mobilization Commission will receive, synthesize the opinions, and complete the draft Plan to submit to the Propaganda Subcommittee for submission to competent authorities for promulgation and dissemination to the entire Party Committee. On that basis, the Party Committees and Party cells under their management will develop detailed and specific plans for propaganda work on Party Congresses at all levels, the National Assembly Party Congress for the 2025-2030 term, towards the 14th National Congress of the Party.
