On October 10, the working delegation of the Ministry of Industry and Trade led by Deputy Minister Truong Thanh Hoai had a working session with Dak Nong province to review the implementation results of Conclusion No. 31-KL/TW of the Politburo on the development orientation of the bauxite - alumina - aluminum industry until 2030, with a vision to 2045.
Here, Mr. Nguyen Ba Ut, Director of the Department of Industry and Trade of Dak Nong province, said that there are currently 4 investors including Viet Phuong Investment Group Joint Stock Company, TH Group Joint Stock Company, Vietnam Mining Company Limited and Duc Giang Chemical Group Joint Stock Company (DGC) completing the investment opportunity research report and have proposed the investment policy for bauxite - alumina - aluminum complexes according to the plan.
In the process of processing the investors’ proposals, the province encountered a number of related difficulties and problems. These were issues of investment decision authority, land use planning for factory construction, and factory location selection (within or outside the bauxite planning areas)…
Dak Nong Province has proposed that the Central Government issue specific mechanisms and policies and prioritize resources to develop into an industrial center for bauxite - alumina - aluminum mining and processing. The province also recommended that the Government and central ministries and branches remove difficulties and obstacles related to bauxite mining to promote local socio-economic development.
Concluding the meeting, Deputy Minister of Industry and Trade Truong Thanh Hoai acknowledged the province’s efforts and affirmed the great potential of Dak Nong bauxite. He emphasized the Ministry’s readiness to support in removing difficulties, accompanying the locality, and at the same time requested to clearly identify the obstacles in project implementation for timely resolution.
If the issue is under local authority, the province needs to proactively resolve it; if it is under the Ministry or Government level, the Ministry's leaders will soon have solutions to advise on speeding up the progress of projects, ensuring compliance with the law and contributing to the socio-economic development of the province.
Previously, in mid-2022, the Dak Nong Provincial People's Committee agreed to allow Duc Giang Chemicals to research and survey the location of bauxite mines in Tuy Duc and Dak Song districts, and to locate an alumina processing plant in Dak Song district.
The scale of exploitation of this project is expected to be about 14.4 million tons of bauxite ore/year, 3 ore processing plants will be built with a capacity of 5.8 million tons of refined ore/year. The total investment of both phases is 57,000 billion VND (equivalent to 2.3 billion USD). It is estimated that the project will contribute more than 4,800 billion VND to the Dak Nong provincial budget every year when it comes into operation.
In the analysis report of Vietcombank Securities (VCBS), Duc Giang's management board also shared about the possibility of operating the alumina production project in Dak Nong. The project is expected to be licensed in the next 2-3 years and completed after 2-3 years and will be put into operation in the period of 2028 - 2030. With a production capacity of 3 million tons of alumina, the Group can achieve revenue of about 1.5 billion USD at current prices, contributing to promoting great growth.
Dak Nong is considered a "gold mine" of bauxite ore when 1/3 of the province's area is in the bauxite planning. According to the mineral planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision 866 dated July 18, 2023 (Decision 866), Dak Nong has a total bauxite ore reserve of more than 1.784 billion tons (accounting for more than 57% of the reserve).
The area of bauxite planned for exploration and exploitation in Dak Nong during this period is 179,597 hectares, accounting for 27% of the province's natural area and the largest in the country. Bauxite ore in Dak Nong is spread over most of the province's natural area, mainly concentrated in 5 locations: Gia Nghia City, Dak G'long, Dak R'lap, Tuy Duc and Dak Song. Bauxite in Dak Nong is assessed to be of higher quality than bauxite in other localities. The aluminum bauxite content reaches nearly 40%.
