Removing financial bottlenecks for social housing

This week, the National Assembly Standing Committee will comment on the draft Resolution of the National Assembly to pilot a number of specific mechanisms and policies for social housing development. One of the key contents is the proposal to establish a National Housing Development Fund - a solution expected to remove the biggest "bottleneck" at present, which is the lack of stable and strong financial resources for the social housing sector, creating a boost to implement the Party and State's major and humane policies and guidelines on social housing.

Reports from localities show that from 2021 to now, the whole country has 657 social housing projects implemented with a scale of 597,152 apartments, of which only 103 projects have been completed (scale of 66,755 apartments), 140 projects have started construction (scale of 124,352 apartments) and 414 projects have been approved for investment with a scale of 406,045 apartments. Thus, compared to the target of building at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030, up to now, with the number of 66,755 completed apartments, we have only achieved about 15.6% of the target by 2025.

According to the Government's Proposal, the establishment of the National Housing Development Fund from the state budget and other legal sources as prescribed will support businesses and organizations to invest in and create social housing; support site clearance costs; support investment in technical infrastructure and social infrastructure systems; support businesses to invest in building social housing and beneficiaries of social housing policies.

In fact, the 2005 Housing Law has allowed the establishment of housing development funds, however, so far, only a few localities nationwide such as Ho Chi Minh City, Binh Duong, Dong Nai, Ba Ria - Vung Tau... have implemented it. Due to small scale and lack of additional capital, most of these funds have merged into local development investment funds and have very limited operations. Even when merged with local development investment funds, according to the Government's assessment, these funds are still facing difficulties in operations due to lack of additional capital, leading to difficulty in providing preferential capital for long-term and sustainable social housing development. Only some localities have direct investment in social housing such as: Lao Cai, Thai Binh, Ha Tinh, Dak Lak with a total investment of 743 billion VND and providing 1,345 social housing apartments...

The 2023 Housing Law stipulates the use of capital from other non-budgetary state financial funds to develop social housing. However, non-budgetary financial funds are currently performing many functions, so investment or support for social housing development is unlikely to become a priority area.

In reality, social housing projects are still stuck in arranging funds for compensation, resettlement support, investment in technical infrastructure systems, social infrastructure outside the project scope; support for social housing projects for rent, hire-purchase; support for interest rates for loans without mortgage requirements... but not being supported with these funds is also the reason why social housing development has not met the requirements and goals set.

Thus, the establishment of the National Housing Development Fund is not only an urgent need, but also a strategic step to coordinate and activate investment resources for social housing development. This is not only a solution to help remove the financial "bottleneck" in social housing development, but also affirms the strong commitment of our Party and State in ensuring the right to housing for all people as stipulated in the Constitution.

Of course, in order for the National Housing Development Fund to truly undertake the above "mission", it is necessary to clearly define the legal status, organizational model, and operation of the Fund to ensure transparency, publicity, fairness, and efficiency; clarify the Fund's management agency, capital sources to establish the Fund, and the Fund's charter capital; clarify the Fund's relationship with a number of financial sources, other Funds, and the Fund's connection with local funds, the mechanism for mobilizing ODA capital, preferential loans from international financial institutions, or public-private partnerships, overcoming the situation of administrativeization or overlap, "stepping on the toes" with other social housing support programs being implemented, leading to inefficiency and waste of resources...

The draft Resolution is being proposed for consideration and approval by the National Assembly in accordance with the procedure at a Session. Clarifying the issues related to the National Housing Development Fund as mentioned above will firmly consolidate the political, legal and practical foundations of the proposal to establish the National Social Housing Development Fund, so that National Assembly Deputies can confidently vote.
