Building key products based on the province's potential and strengths
Sharing about the situation and current status of goods export in Quang Binh province at the Conference on Trade Promotion and Import-Export Development in the Central region, in Da Nang City recently, Deputy Director of the Department of Industry and Trade Phan Hoai Nam said that currently, the number of enterprises in Quang Binh province participating in import-export activities is about 45 enterprises, the main markets are Southeast Asian countries (enjoying incentives from the ATIGA Agreement), there are a few enterprises capable of exporting officially to the EU, US, Japan, Korea markets..., the rest are mostly exported through unofficial channels or exported under consignment through intermediaries with the main market being China.
The main forms of export in border trade through the province are business export, export of imported goods, consignment export, and temporary import and re-export of business goods.
In addition, some agricultural product trading establishments are mainly purchased and resold to export enterprises of the provinces or participate in trading activities with the Lao and Northeastern Thai markets through border residents (in the first 5 months of 2024, the People's Committee of Quang Binh province announced a list of traders allowed to conduct border trade for 04 traders).

Sharing about the results of import-export activities, the Deputy Director of the Department of Industry and Trade said: "In 2023, import-export turnover is estimated at 381.6 million USD (up 12.6% over the same period), of which exports are estimated at 179.6 million USD, imports are about 202 million USD; import-export turnover in the first 5 months of 2024 is 230 million USD, of which exports are estimated at 78.7 million USD, imports are about 154.4 million USD".
Export goods include: Construction materials, wood chips, processed wood, agricultural products, seafood, animal feed, garments, etc.
Imported goods include: Fruits of all kinds, live cattle, live pigs, live chickens, potassium fertilizers, rice of all kinds, imported equipment for investment projects, production materials, etc.
To develop export activities in the province, according to Mr. Nam, in recent times, the People's Committee of Quang Binh province has issued many plans to focus on developing production, applying advances in science and technology, building key products based on the province's potential and strengths to serve exports; supporting businesses in building brands, geographical indications of goods, and legal procedures when participating in the export market.
The province also encourages businesses to apply quality management standards to enhance product competitiveness and proactively integrate into the international economy, closely linked to sustainable development.
Expand the scale, prioritize the development of key export products; promote the export of value-added, high-tech, environmentally friendly products; strengthen trade promotion activities to expand traditional markets, seek new potential export markets for Quang Binh province's products.
Improve the quality and value of exports of deeply processed products, increase the quantity of official exports, develop product brands, and gradually reduce unofficial exports. Diversify export markets, effectively implement trade promotion activities to exploit and expand markets where Vietnam has signed new-generation free trade agreements.
Continue to promote administrative procedure reform, remove difficulties for export enterprises; propose to build, amend, supplement and perfect the policy mechanism and legal system on customs to meet the requirements of FTAs; support the provision of export market information to enterprises to promptly take advantage of opportunities brought by FTAs to develop markets, remove trade barriers, penetrate new markets, consolidate and expand traditional export markets.
Promoting regional linkages in trade promotion
In order to effectively support the development of goods exports in Quang Binh province in particular and the provinces and cities in the North Central and Central Coast regions in general, the leader of the Department of Industry and Trade of Quang Binh province said that the Department has made recommendations and proposals to the Ministry of Industry and Trade and related ministries and branches with a number of key contents:
Accordingly, it is proposed that the Ministry of Industry and Trade coordinate with the Ministry of Transport to guide, support and facilitate provinces and cities in the North Central and Central Coast regions in calling for investment promotion to build a seaport system and a logistics service system nationwide by 2020, with a vision to 2030.

At the same time, coordinate with the Ministry of Agriculture and Rural Development to guide, support and facilitate agencies, units and enterprises of provinces and cities in the North Central and Central Coast regions in planning and organizing the construction of concentrated raw material areas, granting planting area codes, forest certification, and converting forest use purposes to take advantage of the potential and strengths of the region in the production and processing of agricultural, forestry and aquatic product exports.
The Department also requested the Ministry of Industry and Trade to coordinate with the Ministry of Finance (General Department of Customs) to guide, support and facilitate agencies, units and enterprises of provinces and cities in the North Central and Central Coast regions on mechanisms, preferential policies, export tax exemptions and reductions; customs procedures on import and export, regulations related to border trade and border gates;
In addition, coordinate with relevant ministries, branches and provinces and cities in the North Central and Central Coast regions to organize conferences and thematic dialogues on: Marine economy; development of logistics service system; border gate economy associated with the development of the East-West economic corridor, ensuring national defense and security in the North Central and Central Coast regions until 2030, with a vision to 2045.
In particular, it is recommended that the Ministry of Industry and Trade and the Trade Promotion Agency continue to approve and support Quang Binh province with annual registered programs and projects on training, fostering, and coaching to improve knowledge and experience for business units in the province on import and export; international economic integration; and organize fairs, exhibitions, and conferences to connect domestic and international regional trade.
To overcome difficulties, create new and breakthrough changes in promoting the important position and role, and exploit more effectively the development potential and advantages of the North Central and Central Coastal regions in general and Quang Binh province in particular, Deputy Minister of Industry and Trade Phan Thi Thang emphasized that it is necessary to have solutions to promote science, technology, chain linkage in production to increase product value, regional linkage in trade promotion activities and import and export on a professional scale to maximize resources and effectively implement breakthrough action programs.
Deputy Minister Phan Thi Thang suggested that the functional units of the Ministry, based on their functions and tasks, discuss methods or directions to resolve problems that localities in the region are still facing regarding import-export development linkage activities, taking advantage of foreign market opportunities and trade promotion.
