DNVN - Emphasizing at the "Online conference to urge the implementation of the goal of building new rural areas in 2024", on October 23, Minister of Agriculture and Rural Development Le Minh Hoan said that it is necessary to remove difficulties for new rural communes to improve, and new rural districts have registered to complete on time by the end of 2024.
Reporting on the implementation results of the "National Target Program on New Rural Development (NTM) up to September; key tasks and solutions until the end of 2024", Mr. Ngo Truong Son - Chief of Office, Central NTM Coordination Office said that as of October 20, the whole country had 6,320/8,162 communes (77.4%) approved by the provincial People's Committee Chairman to meet NTM standards.
There are 296 district-level units in 58 provinces and centrally-run cities that have been recognized by the Prime Minister as having completed their tasks/met NTM standards (accounting for 45.96% of the total number of district-level units nationwide).
Nationwide, there are 22 provinces and centrally-run cities with 100% of their communes meeting NTM standards, of which 15 provinces and cities have 100% of their communes meeting NTM standards and 100% of district-level units have been recognized as meeting/completing NTM tasks. There are 5 provinces (Nam Dinh, Dong Nai, Ha Nam, Hung Yen, Hai Duong) that have been recognized by the Prime Minister as having completed the task of building NTM.

According to the reported and registered data of localities, it is expected that by the end of 2024, about 79 - 79.5% of communes nationwide will be recognized as meeting NTM standards. Basically completing the assigned target, reaching 99% of the target by 2025.
Regarding capital, as of June, the country has mobilized over 2.8 million billion VND for investment in rural areas, including the implementation of NTM. State budget capital accounts for 10.5%; integrated capital 7.2%; credit capital 72.9%; enterprises, communities and people 9.4%.
Notably, the disbursement progress of central budget capital (public investment capital, career capital) in 2024 is very low. According to data compiled by the Ministry of Finance, by the end of August, the disbursement rate of public investment capital reached 45% of the total assigned capital plan.
Building new rural areas faces many difficulties
Speaking at the conference, Mr. Nguyen Huu Chien - Director of the Department of Agriculture and Rural Development of Lang Son province, said that the province has 98 communes meeting the NTM standards and aims to have 11 more communes meeting the standards by 2024. However, Lang Son is facing a big challenge.
The remaining communes are mainly in Region III - a particularly difficult area, making it difficult to complete the NTM criteria. People in these communes live scattered, the transportation system is not complete, and economic life is still limited, slowing down the process of increasing people's income.
Mr. Nguyen Van De - Deputy Director of Nghe An Department of Agriculture and Rural Development said that although Nam Dan district has been chosen to build a model new rural area, due to limited support and local resources, the goal of bringing the district to the model new rural area standard by 2025 is at risk of being difficult to achieve. The mountainous districts of the province are striving to meet the new rural area standard but have had their support programs on education and health insurance cut.
Vice Chairwoman of An Giang Provincial People's Committee Nguyen Thi Minh Thuy commented that the multidimensional poverty reduction criteria in building new rural areas, requiring the poverty rate to be below 4%, is too high and not really suitable for local reality. The State needs to review this criterion so that implementation is more convenient and closer to the practical situation.
Efforts to improve new rural communes and complete new rural districts on time
Representative of the Department of Environmental Pollution Control under the Ministry of Natural Resources and Environment, Ms. Nguyen Hoang Anh, pointed out that currently, the environmental and food safety targets in the construction of new rural areas nationwide have only reached about 80%, while the target by the end of 2025 is to reach 90%. There is not much time left, but the progress is very slow.
Part of the reason for this situation is that criteria 17 and 18 related to the environment are currently being guided and directed by many ministries, causing difficulties and inadequacies for localities. This makes it difficult for the Northern mountainous provinces, the Central Highlands and the Southwest to achieve these targets.
In addition, the construction of new rural areas involves infrastructure investment, thus requiring a large amount of capital. Environmental criteria not only require financial resources but also require the active participation of the people.
“Localities need to proactively allocate resources to maintain the operation of landfills and waste treatment sites, to ensure environmental criteria without reducing people's satisfaction index,” Ms. Anh proposed.
Mr. Vu Ngoc Hung - Deputy Director of the Department of Finance and Monetary Affairs, Ministry of Planning and Investment said that there are currently some provinces with districts that have not met the NTM criteria. According to the Prime Minister's plan, by 2025, these districts must have their "blank" NTM status eliminated. The central budget has a support mechanism for these localities, so focusing on eliminating blank NTM districts is very necessary to create more motivation for the districts.
Some localities with communes in Region III are facing difficulties in building new rural areas. The Ministry of Planning and Investment will coordinate with the Ethnic Committee to resolve the difficulties for these localities.
Concluding the conference, Minister of Agriculture and Rural Development Le Minh Hoan emphasized that in the construction of new rural areas, environmental criteria have not had initiatives to overcome rigid regulations, leading to environmental efficiency not meeting high requirements. Many localities still face difficulties in registering 5-star OCOP products (One Commune One Product Program), making consumption and competition in the market difficult.
Mr. Hoan requested that all levels and sectors make efforts to remove difficulties so that the advanced NTM communes and registered NTM districts can complete the process on time by the end of 2024. This process has taken too long due to the impact of the COVID-19 pandemic and the recent Storm No. 3.
“For districts that do not have communes meeting NTM standards, localities need to strive for each district to have at least one commune meeting NTM standards, creating motivation for other communes in the district. The implementation of NTM programs needs to be specific and closely linked to reality to quickly remove obstacles for people and localities,” said Mr. Hoan.
